MEPS and MELS will also apply to regulated goods (see table below) imported directly by end-users (either by companies or individuals) for their own use. Specifically, the regulated goods must:
- be registered with National Environment Agency (NEA),
- meet MEPS, and
- carry Energy Labels (where required) under MELS
End-users (individual or company) who import these regulated goods for own use are required to register with NEA before importing them.

How to Register (End user importing for own use)
Registration shall be made online using ELS Online Portal. The following information and documents are required for registration.
- Company CorpPass (for companies importing regulated goods for own use)
- SingPass (for individuals importing Regulated Goods for own use)
- Test Report (NEA test report template must be used for submission)
- Letter of Authorization [DOC, 25kB] if the registration is made by an appointed third-party
- Valid copy of ISO/IEC 17025 certificate if the testing is performed at a third-party testing laboratory
- Valid copies of accreditation to the applicable test standards if the testing is performed at third-party testing laboratory.
- Any other documents (e.g. in-principal approval from SCDF for usage of flammable refrigerant in equipment). For more information on the requirement of SCDF, please refer to here NEA accepts test results if the testing is performed by in-house test lab and tested in accordance with the test standards for respective regulated goods.
There are no registration and renewal fees for end user registering / renewing regulated goods imported for own use.
Renewal of Registration (End user importing for own use)
A Certificate of Registration (COR) will be issued upon the approval of the registration and is valid for 3 years. End users who wish to extend the validity of the registered model (i.e. intention to import the same registered model after its 3 years validity) will be required to renew the COR at least 2 weeks, but not earlier than 90 days, before it expires.
