Submission of Records

Regulated goods under the EPMA must be registered with NEA before they can be supplied in Singapore.

Registration for Regulated Water-cooled Chillers

Registered suppliers shall apply for the registration of the regulated goods online through the Energy Labelling Scheme (ELS) and HFC Mitigation Measures Online Portal. The following information and documents are required for registration:

1. Test report/ Technical data sheet of water-cooled chiller model(s) in accordance to AHRI 551/591 standards showing:
   1. Brand of chiller
   2. Model no.
   3. Type of compressor
   4. Full-load cooling capacity (kW)
   5. Refrigerant required for the use or operation of the chiller
   6. Total refrigerant charge

Registration of Family of Models

The definition of chiller model shall be determined by the following criteria:

1. Brand
2. Type of compressor
3. Type of refrigerant
4. Full-load cooling capacity in accordance with AHRI 551/591 standard (rounded down to the nearest 50 RT)

A family of models can be registered in a single application if there are more than one single model fulfilling the above criteria. E.g. Variations of chiller model with customised evaporator/condenser frame size, pass arrangement and tube count can be considered as part of the family of models as long as their values for the above criteria is the same as the registered model.

If a new model is to be added to an existing family of registered models, the registered supplier shall include the new model under the registration of the existing family of model in the online portal.

Technical file

Registered suppliers must maintain a technical file for each registered water-cooled chiller model. The technical file shall be in English and contain the following documents for each registered model:

1. The certificate of registration (COR)
2. Test report/ technical data sheet in accordance with AHRI 551/591 standards.
3. Detailed records of any modification, if applicable
4. Sales records
5. Details (refer to ii and iii) of each model registered under a family of models, if applicable

Modification to Registered Model Without Change of Model Number

If there is a change in model number of a registered model, the registered supplier must create a new registration.

Renewal of Registration of Registrable Goods

A registered model’s Certificate of Registration (COR) is valid for 3 years. Registered suppliers who wish to continue supplying a registered model beyond the validity of the COR must apply to renew the COR in the online portal at least 2 weeks, but not earlier than 90 days, before it expires.

Registration of Regulated Air-conditioners and Refrigerators

Regulated air-conditioners and refrigerators that are registered under the ECA for Mandatory Energy Labelling Scheme (MELS) / Minimum Energy Performance Standards (MEPS) will be considered as registered under the EPMA.
