Parties to the Paris Agreement under the Enhanced Transparency Framework (ETF) are required to submit the Biennial Transparency Report (BTR) to the United Nations Framework Convention on Climate Change (UNFCCC) every two years with the first submission starting from 2024.
The BTR provides information on national inventory reports (NIR), progress towards Nationally Determined Contributions (NDCs), financial, technology development and transfer and capacity-building support that Parties received and rendered to Parties. As outlined in the modalities, procedures and guidelines (MPGs) for the ETF, BTR submission will consist of (i) a textual report, (ii) common reporting tables (CRTs) of information on NIRs and (iii) common tabular formats (CTFs) of information necessary to track progress made in implementing and achieving NDCs, and information on financial, technology and capacity-building support.
The NIR has been submitted as a stand-alone report comprising a national inventory document (NID) and CRTs. BTRs and NIRs supersede Biennial Update Reports (BURs).
Under the UNFCCC, the reporting of National Communication (NC) is every four years. Under the Paris Agreement, Parties may submit their NC and BTR to the UNFCCC as a single report if the submissions happen on the same year.
The NCs provide information on Singapore’s national circumstances, greenhouse gas inventory, mitigation measures, vulnerability and adaptation measures, and international cooperation.
