Greenhouse Gas Inventory

The National Environment Agency (NEA) leads a multi-agency effort to compile Singapore’s greenhouse gas (GHG) inventory. The most significant GHG emitted in Singapore is carbon dioxide, primarily from the burning of fossil fuels to generate energy in the industry, building, household, and transport sectors.

Singapore’s GHG emissions for 2021 totaled 53,689.3 gigagram(Gg)CO2-equivalent. The breakdown of emissions by type of gas is shown in the table below.

Reporting Hydrofluorocarbons (HFCs) emissions in Singapore

As a Party to the United Nations Framework Convention on Climate Change (UNFCCC), Singapore is obliged to regularly report its total GHG emissions, including HFCs, to the UNFCCC. The information provided will enable NEA to produce the best estimate of Singapore’s HFC emissions from the various applications.

Reporting of First-Point-of-Sale (FPOS) Information for HFCs

With effect from 1 Jan 2019, NEA has introduced licensing controls for 18 types of HFCs (inclusive of blends/mixtures that contain one or more of these HFCs). Companies are required to obtain a Hazardous Substance (HS) Licence from NEA prior to the manufacture, import and/or export of any of the 18 controlled HFCs (inclusive of blends/mixtures that contain one or more of these HFCs). Licence holders are also required to report the First-Point-of-Sale (FPOS) information of the regulated HFCs (including blends/mixtures that contain one or more of the controlled HFCs). The list of HFCs that are controlled is in Annex A.

HS licence holders who are importing and/or exporting any of the controlled HFCs (inclusive of blends/mixtures that contain one or more of these HFCs) are required to annually report the following FPOS information to NEA:

  1. Names of companies (as registered with ACRA) in Singapore purchasing regulated HFCs (pure or in mixture/blends) from your company;
  2. Contact information (contact person, contact number, email) of companies in Singapore that purchased regulated HFCs from the licence holder;
  3. The types of HFCs (pure/blends) sold to each of these companies;
  4. The annual quantities (metric tonnes) of each type of HFCs sold to each of these companies.

Annual HFC Consumption Survey

The HFC Consumption Survey will be conducted on FPOS companies annually. The purpose of the HFC survey is to collect information on HFCs used in various sub-applications by companies in Singapore during the reporting year. The information will be used for the compilation of GHG emission statistics. The survey is conducted under the Statistics Act (Chapter 317) and completed returns are kept in strict confidence in accordance with the Statistics Act.
