To close our waste loop and extend the lifespan of Semakau Landfill, NEA is exploring the recovery and reuse of incinerated bottom ash (IBA) generated from Waste-to-Energy (WtE) plants and slag generated from gasification of municipal solid waste (MSW) as construction materials, specifically as replacement of fine aggregates in road base and sub-base layers, as well as use in non-structural concrete. These innovative construction materials are known as NEWSandTM.
To support this initiative, NEA has developed provisional local environmental standards to ensure safe reuse of IBA and MSW slag for terrestrial construction applications. While these standards, referred to as Reference Values (RVs), were developed specifically for the reuse of IBA from WtE plants and MSW slag as fine aggregates replacement in terrestrial construction applications, the provisional RVs may be applicable for other waste types exhibiting similar contaminant compositions and leaching characteristics with similar reuse applications.
