Beverage Container Return Scheme

The Scheme Operator: BCRS Ltd.

The BCRS was first proposed by the Recycle Right Citizens' Workgroup in 2019. This group of Singaporeans collaborated to find sustainable solutions to increase household recycling rates and reduce waste. Their recommendation to implement a national deposit return scheme was adopted by the government to help Singapore transition toward a circular economy.

 

The scheme is licensed by NEA and operated by BCRS Ltd.

  • Who they are: BCRS Ltd. is a not-for-profit, industry-led company. It was formed by a consortium of beverage producers, comprising Coca-Cola Singapore Beverages, F&N Foods, and Pokka.
  • Inclusive representation: To ensure the scheme works for businesses of all sizes, BCRS Ltd.’s Board includes representatives from smaller local producers, Wanin Industries and Chia Khim Lee Food Industries.
  • Their role: BCRS Ltd. manages the end-to-end collection, processing, and recycling of returned containers.
  • Mandate: BCRS Ltd. is licensed to operate the scheme for a seven-year period, from 1 April 2026 to 31 March 2033.
