Coffeeshop Toilet Deep Cleaning Grant (CTCG)

 CTCG Overview

 The CTCG is intended to help coffeeshop operators maintain higher toilet cleanliness standards through regular deep cleaning, for removal of deep and persistent stains and odours helping them to achieve Happy Toilet Programme (HTP) certification. Deep cleaning of public toilets in coffeeshops goes beyond routine daily maintenance and involves a thorough and detailed cleaning process to maintain hygiene standards. 

 Coffeeshop operators must engage licensed cleaning company to carry out the specified works (Annex A). Coffeeshops that commence toilet deep cleaning works under CTCG will no longer qualify for the Coffeeshop Toilet Renovation Grant (CTRG) thereafter. Coffeeshops with existing toilet deep cleaning contracts signed within the past year (i.e. year 2024 – 2025) will not qualify for CTCG.

Items Supported Under CTCG 

  1. Fortnightly deep cleaning with scope of work that meets NEA’s specifications; 

  1. Only two deep cleaning sessions are required for months with five weeks; Additional deep cleaning services (e.g. degreasing of oily surface) will be considered on a case-by-case basis; 

  1. Support up to 48 Sessions for contracts that are for two years. 

 

The following costs are not supported under the CTCG – consumables (e.g. toilet paper), utility costs, HTP certification fees, costs of renovation or upgrading of toilet infrastructure, insurance and liability costs, any operating costs, any loss of revenue from business closure during toilet renovation, and GST. 

If the applicant is not the owner of the coffeeshop premises, please fill in Annex B to submit with your application.

For CTCG, deep cleaning is performed twice a month. After six months (12 deep cleaning sessions), claims must be submitted within three months of the 12th deep cleaning session. For claim requirements, do refer to Annex C, and use this link for submissions.

The National Environment Agency (NEA) has appointed: 

RMA Contracts Pte Ltd (199601730C) to administer the Coffeeshop Toilet Renovation Grant (CTRG) and Coffeeshop Toilet Cleaning Grant (CTCG) programmes; and  

Ascendo Academy Pte Ltd (200817725C) (training provider of RMA Contracts Pte Ltd) to provide on-site toilet cleaning training for grant applicants, on behalf of NEA. 

RMA Contracts Pte Ltd and Ascendo Academy Pte Ltd will produce a Letter of Appointment for verification when conducting any physical correspondence, site visits, and on-site toilet cleaning training. For any queries relating to verification of our NEA contractors, please contact NEA at 6731 9366.

This whistleblowing channel provides a dedicated avenue to report any incidents of potential abuse of grant, fraud or misconduct that involve recipients of the NEA-administered Coffeeshop Toilet Renovation Grant (CTRG) and Coffeeshop Toilet Deep Cleaning Grant (CTCG).  

 

Information to be provided 

 In reporting any fraudulent or unethical activity, you shall, to the best of your ability, ensure that the information you provide is accurate and complete.  

Your report should provide the following information where possible: 

  1. Description of the fraudulent or unethical activity; 

  1. Name(s) of person(s)/institution(s)/company(ies) allegedly involved; 

  1. Name of Grant [including Grant Reference ID], where applicable; 

  1. Date, time and location of incident (including multiple occurrences); 

  1. How and when you come to know of the activity; 

  1. Estimated value of any money or asset involved; 

  1. Names and contact details of any witnesses; 

  1. Supporting documents, evidence (e.g. photos, videos, documents), if any; and 

  1. Any other information that may substantiate the concern. 

We encourage whistle-blowers to leave their name and contact information in case further information or clarifications are required. The effectiveness of our investigations depends on the sufficiency and quality of the information provided.  

For the purposes of clarification regarding this report, NEA may contact you for additional information. All disclosures will be treated with utmost confidence, and every effort will be made not to reveal your identity to the extent feasible and permissible under the law.
