Clean and well-maintained public toilets are a key aspect of public health the NEA promotes. Owners of public toilets are given information and guidelines on proper toilet maintenance. Design guidelines for public toilets can be found in the Code of Practice on Environmental Health
On 18 November 2022, the Restroom Association of Singapore (RAS) published the 5th
edition of their guidebook "A Guide to Better Public Toilet Design and Maintenance
". This latest edition reinforces on good toilet designs and features products which are effective against viruses such as 3-in-1 compatible products that can perform multiple functions of cleaning, disinfecting and deodorising in one step, antimicrobial coatings, paints and lighting technology.

Happy Toilet Programme
The Happy Toilet Programme, launched on 1 July 2003, aims to encourage and recognise toilet owners and operators for keeping their public toilets well-maintained.
The programme, developed and implemented by RAS with NEA’s support, focuses on the design, cleanliness, and maintenance of public toilets. Public toilet operators who meet minimum standards are given a three-star rating, with higher ratings (up to five stars) given to operators who have gone beyond above and beyond minimum standards.
Toilet owners or operators are encouraged to apply to RAS for a Happy Toilet rating any time they feel they have made the mark, as application is open throughout the year. Happy Toilet ratings are renewable every year.
RAS and NEA work with toilet owners in shopping centres, industrial and commercial buildings, parks, hawker centres, food courts, coffee shops, tourist attractions, and petrol stations to encourage greater participation in the programme. The public can also play a part in encouraging more owners and operators to join the programme through their support and patronage of Happy Toilets.
Toilets that have been given Happy Toilet ratings are updated on the Restroom Association (Singapore) website, and members of the public who have feedback on these toilets can contact the relevant operators. RAS encourages the public to nominate toilets which they feel should be considered for Happy Toilet ratings.
