Training and Registration for Environmental Control Coordinator and Environmental Control Officer (Specified Premises)

In order to be registered as an ECC with NEA, individuals are required to attend and pass a requisite ECC training course. Individuals should have basic computer skills to facilitate the online training and to develop the ES programme. The training will equip ECCs with the relevant skills in planning and implementing a wide range of environmental measures including cleaning and disinfection, pest management, waste management and other relevant environmental topics to assist the PMs in adhering to the baseline environmental sanitation standards required for their premises. The ECC training course will be conducted by SkillsFuture Singapore (SSG) accredited training providers.

Please note that ECC designates are required to register for the ECC training at least four to nine weeks before the commencement of the ES regime for the respective sector to ensure that there is sufficient lead time to complete the training and register for the Certificate of Registration with NEA.

Education/Competency Qualifications

Highest Educational Qualification or WPLN Certifications:

  • WPL Level 51 in reading, listening, speaking and writing; or
  • Pass in ‘N’ level English

 

Note: Individuals without the above qualifications should seek clarifications from NEA before signing up for ECC course. Refer to the list of educational qualifications that can be considered. Degrees and diplomas from universities/ polytechnics or Institutions of Higher Learning may be recognised.

 

Applicants holding a valid work pass issued by the Ministry of Manpower
  • S Pass Holders may be an ECC only if it is the occupation and sector specified on the S Pass and within the same company.
  • Under the Job Flexibility Scheme for services sector, Work Permit Holders may be an ECC only if the role of ECC is within the same company.

Submit a photo ID that meets NEA’s requirement:

  • Recent coloured digital photograph with white background
  • Dimension of 35 mm wide by 45 mm high
  • Showing full face with visible upper shoulders and uniform lighting exposure
  • No filter or modification of the face
  • Image file in jpg, jpeg or png file extension and no more than 5 MB

In order to be registered as an Environmental Control Officer (Specified Premises) [ECO(SP)] with NEA, individuals are required to attend and pass a requisite ECO(SP) training course. The training will equip the individual with the relevant knowledge and skills to develop and monitor the implementation of an Environmental Sanitation (ES) programme that comply with the ES regime, and to assist Premises Managers to comply with other environmental laws. The ECO(SP) training course will be conducted by a SkillsFuture Singapore (SSG) accredited training provider(s).

Complete an additional course, seminar or conference that is relevant to the work of an ECO(SP) as specified in Table 1, prior to each renewal cycle

3 Cleaning services, environmental engineering, environmental health, estate management, pest control, waste management or any other area that, in the opinion of the Director-General, is within the scope of an ECO(SP)’s duties under the Environmental Public Health (Registration of Environmental Control Coordinators and Environmental Control Officers) Regulations 2021.

4 You may use testimonial, letter of appointment or other relevant document(s), endorsed by an authorised personnel with a company’s letterhead or stamp, as proof of relevant work experience [i.e. the document should describe the period of work and duties which is relevant to an ECO(SP)].

1 ECOs(SP) may refer to the list of recommended courses and training activities as a guide for their COR renewal application. This list is not exhaustive and will be updated periodically.

2 Refers to formal study course(s) from Universities, Polytechnics or institutions of higher learning recognised by the Director-General, in addition to the accepted education or competency qualifications submitted for renewal application.

3 The documentary evidence of the recognised course and training may take any one of the following forms listed in Table 1. ECOs(SP) are reminded to request and retain any documentary evidence as proof of attendance for the course or training.

4 If certificates cannot be provided, ECOs(SP) will need to provide details of the accumulated training activities using the Proof of training attendance form template and upload it as attachment together with the application of COR renewal.

5 Applicants or training providers may apply to NEA for training activities to be evaluated and recognised for COR renewal.
