Support for Stallholders

Support for Market and Hawker Centre Stallholders

In view of the ongoing Middle East situation, the Government will provide support to stallholders at Market and Hawker Centres managed by the Government and Government-appointed operators for a six-month period, from September 2026 to February 2027. This is intended to support hawkers in mitigating the impact of cost increases arising from the Middle East situation, particularly electricity, gas and packaging costs, as well as raw material costs that have gone up due to increased transport and logistic costs.

This support will benefit about 15,000 stalls. All eligible stallholders will receive $200 per month for cooked food stalls and $100 per month for market slab or lock-up stalls for six months, which can be used to offset their monthly rent. 

The eligibility criteria for the support are as follows:

  • Singapore Citizens and Permanent Residents; 
  • Registered stallholder with an active tenancy on the first of each month from September 2026 to February 2027; and
  • Only for self-employed hawkers who are registered as primary stallholders.

The rental support will be disbursed from September 2026 onwards.

The Government will continue to monitor the situation and stands ready to support stallholders in future should the need arise.

Why is the support set at different amounts for market and cooked food stalls?

The higher quantum for cooked food stalls reflects their broader range of cost pressures compared to market stalls, such as energy costs from cooking and raw material costs from higher transport and logistic costs.

Which centres / stalls are eligible for the support?

All registered stallholders in hawker centres and markets managed by the Government and Government-appointed operators, provided they meet the eligibility criteria. Government agencies involved include NEA, HDB, SLA, and JTC.

Am I eligible for the support if I started my stall tenancy after September 2026?

The support will be given to registered stallholders on a monthly basis, over the 6-month period from September 2026 to February 2027.

To be eligible for each monthly disbursement, the stallholders must have an active tenancy as of 1st of the month of disbursement (e.g., to be eligible for disbursement in September, tenancy should have commenced or remained active on 1st September 2026).

How will I receive the support?

It will be disbursed in the form of a credit note or waivers to stallholders, which can be used to offset rental payment and other fees.

NEA, HDB, JTC, and SLA will ensure passthrough of rental credit for Hawker Centres and Markets managed by their respective appointed operators.

If I have more than one stall, will I receive multiple payouts?

Stallholders with multiple stalls will receive a payout for each eligible stall. Each stall will be eligible for a monthly support from September 2026 to February 2027, provided it has an active tenancy as of the 1st of each month.
