At the Development Control (DC) stage, NEA's Development Control Department (DCD) checks the plans submitted for compliance with pollution control (PC) and environmental health (EH) requirements.
Prior to the DC application and plan submissions, Qualified Persons (QPs) shall apply for Environmental Information (EI) on building height constraint, health and safety buffer, etc. Please refer to the

on Application for EI for more details.
QPs can consult DCD on the preparation of plans by making an online appointment with us. Unless a waiver is prior obtained from DCD, QP shall ensure all plans complied with NEA’s requirements before submitting the plans to DCD for clearance. Please refer to the

QPs should use the checklist (

)[DOC, 128 KB] to ensure the DC plans complied with NEA’s requirements before submitting the plans to DCD for clearance.
For infrastructure projects (e.g. MRT/ road tunnels, road works, road viaducts, etc.), QPs shall apply to DCD for environmental information on building height constraint, health and safety buffer, etc. prior to plan submissions.
