Hazardous Waste (Control of Export, Import and Transit) Act 1997 and its Regulations

Singapore acceded to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal in 1996. The Hazardous Waste (Control of Export, Import and Transit) Act and its Regulations were enacted to regulate the export, import and transit of hazardous wastes in accordance with the principles and provisions of the Basel Convention. The Hazardous Waste (Control of Export, Import and Transit) Act and its Regulations came into operation on 16 March 1998.

Under this Act, any person who wishes to export, import or transit hazardous wastes will require a permit from the Chemical Control and Management Department (CCMD), the national competent authority for Basel Convention in Singapore. CCMD will only issue a permit for the export, import or transit of the hazardous waste if it is satisfied that the competent authorities of the relevant countries have given their consent for the movement.
