Application for Basel Permit

Any person who wishes to export, import or transit hazardous waste may apply to the Chemical Control and Management Department (CCMD), National Environment Agency, for a Basel permit. One (1) application may be submitted if it deals with one or more proposals in relation to hazardous waste only if the following matters are common to each proposal:

  1. The physical and chemical characteristics of the waste;
  2. The routes over which the waste is to be transported; and
  3. The exporter/importer of the waste
  4. The proposals constitute a regular pattern; and
  5. The proposals will all be carried out within 12 months of each other.

  3. Electronic Banker's Guarantee or eGuarantee (eBG) of S$100,000 (capped at S$200,000 for 2 permits or more)4,5

Importer2

  1. Digital copy (PDF) of the Basel Notification form issued by the exporting country3
  2. Certified true copy (PDF) of the contractual agreement between the exporter and the importer
  3. Electronic Banker's Guarantee or eGuarantee (eBG) of S$100,000 (capped at S$200,000 for 2 permits or more)4,5
  4. ACRA business profile
  5. Other supporting documents, if any

Local shipping agents for transit2

  1. Digital copy (PDF) of the Basel Notification form issued by exporting or importing country3
  2. Certified true copy (PDF) of the contractual agreement between the exporter and the importer
  3. Electronic Banker's Guarantee or eGuarantee (eBG) of S$10,000 (capped at S$30,000 for 3 permits or more)4,5

[1] For exporter, only applications with notification approved by the competent authority of the importing country (and transit country(ies), if any) will be processed.
[2] For importer and local shipping agents for transit, please do not submit your application unless CCMD has provided our prior informed consent to the notification.
