Application for Basel Permit

Any person who wishes to export, import or transit hazardous waste may apply to the Chemical Control and Management Department (CCMD), National Environment Agency, for a permit by submitting an application through FormSG at https://form.gov.sg/5f645461c81ca7001128485e. One (1) application may be submitted if it deals with one or more proposals in relation to hazardous waste only if the following matters are common to each proposal:

  1. The physical and chemical characteristics of the waste;
  2. The routes over which the waste is to be transported; and
  3. The exporter/importer of the waste
  4. The proposals constitute a regular pattern; and
  5. The proposals will all be carried out within 12 months of each other.

Exporter1

  1. Original copy (PDF) of the Basel Notification form, duly completed3
  2. Certified true copy (PDF) of the contractual agreement between the exporter and the importer
  3. Original Banker's Guarantee (PDF) of S$100,000 (capped at S$200,000 for 2 permits or more)4,5
  4. ACRA business profile
  5. Other supporting documents, if any

Importer2

  1. Original copy (PDF) of the Basel Notification form issued by the exporting country3
  2. Certified true copy (PDF) of the contractual agreement between the exporter and the importer
  3. Original Banker's Guarantee (PDF) of S$100,000 (capped at S$200,000 for 2 permits or more)4,5
  4. ACRA business profile
  5. Other supporting documents, if any

Local shipping agents for transit2

  1. Original copy (PDF) of the Basel Notification form issued by exporting or importing country3
  2. Certified true copy (PDF) of the contractual agreement between the exporter and the importer
  3. Original Banker's Guarantee (PDF) of S$10,000 (capped at S$30,000 for 3 permits or more)4,5

Note:
[1] For exporter, only applications with notification approved by the competent authority of the importing country (and transit country(ies), if any) will be processed.
[2] For importer and local shipping agents for transit, please do not submit your application unless CCMD has provided our prior informed consent to the notification.
[3] You may download the latest copy of the notification and/or movement document (English version), and the instructions to complete the forms at http://www.basel.int/Procedures/NotificationMovementDocuments/tabid/1327/Default.aspx.
[4] Submission of physical Banker's Guarantee is not required if you are applying for an eGuarantee under the eGuarantee@Gov initiative. For more information on the application of an eGuarantee, please visit https://www.eguarantee.gov.sg.
[5] For 1 Mar 2023 onwards, CCMD will only accept eGuarantees from participating Financial Institutions under the eGuarantee@Gov initiative or physical banker guarantees from other non-participating Financial Institutions.

Submission of Physical Copy of Banker's Guarantee (Not applicable for eGuarantee)

Once the FormSG application is submitted, please mail the Original Banker's Guarantee to 40 Scotts Road #17-00 Environment Building Singapore 228231, attn:Chemical Control and Management Department (CCMD), for follow up.
