How to Apply for Licence to Import or Export?

Licence applications to import or export a consignment of irradiating apparatus or radioactive materials are submitted through Singapore Customs’ TradeNet portal as part of the import/export permit application. The permit declarations are usually handled by Declaring Agents (DAs) who have access to TradeNet. Successful declaration will result in the issuance of a Cargo Clearance Permit (CCP) along with the relevant import/export licence.

Import or Export with valid IR1/N1 Licence

The DA must provide the following information in the relevant fields when submitting the Customs declaration for the import/export of controlled items listed in the importer/exporter’s IR1/N1 licence:

  1. Name and Unique Entity Number (UEN) of importer/exporter (information declared should correspond with the IR1/N1 licence information)

  1. Appropriate HS code1 for the controlled item

  1. In the Item Description field, to provide the following information:

a. Details of controlled item, such as manufacturer, model and serial number
b. Radionuclide(s) present and its respective radioactivity (if applicable)

  1. IR1/N1 licence number and controlled item’s corresponding product code (as stated in the IR1/N1 licence) in the Licence No. and Product Code fields respectively

  1. All relevant shipping and supporting documents, including:

a. Details of controlled item (e.g. brochure, data sheet, user manual, CE certificate and test report)
b. Packing list
c. Airway bill/Bill of lading
d. Invoice
e. Source certificate and approved packaging design (if applicable)
f. Source leakage test certificate (if applicable)

Import or Export without IR1/N1 Licence

The import/export licence may still be applied via TradeNet for the following cases where the importer/exporter does not have a valid IR1/N1 licence:

  1. The importer/exporter is the end user and the controlled item is listed in their IR2/N2 licence/application. 

  2. The importer/exporter has applied for an IR1/IR2/N1/N2 licence for the controlled item, but yet to receive the licence. 

  3. The importer/exporter has applied for licence amendment to include the controlled item in their existing IR1/IR2/N1/N2 licence, but yet to receive the amended licence.

For the above three situations whereby the importer/exporter does not have a valid IR1/N1 licence, the importer/exporter should notify NEA of the upcoming import/export prior to submitting the permit application on TradeNet. When completing the permit application, the DA must provide the following information in the relevant fields: 

  1. Name and Unique Entity Number (UEN) of importer/exporter

  1. Appropriate HS code1 for the controlled item

  1. In the Item Description field, to provide the following information:

a. Details of controlled item, such as manufacturer, model and serial number
b. Radionuclide(s) present and its respective radioactivity (if applicable)
c. Application ID for licence application submitted to license the controlled item

  1. Leave both Licence Number and Product Code fields empty

  1. For declaration involving radioactive materials, the category of every radioactive source (based on the International Atomic Energy Agency (IAEA) Safety Guide for Categorisation of Radioactive Sources) should be declared in the CA/SC Code 1 field2.

  1. All relevant shipping and supporting documents, including:

a. Details of controlled item (e.g. brochure, data sheet, user manual, CE certificate and test report)
b. Packing list
c. Airway bill/Bill of lading
d. Invoice
e. Source certificate and approved packaging design (if applicable)
f. Source leakage test certificate (if applicable)

Processing of Applications

Duly completed permit applications that are submitted with complete information will typically be processed within 3 working days upon receipt of the submission. In the CCP issued via TradeNet, the NEA RPNSG import/export licence type, licence fee and licensing conditions will be reflected. If the CCP was issued without NEA RPNSG import/export licence, please contact NEA via NEA's online feedback form or myENV app.

Special Circumstances

All applications should be submitted via Singapore Customs’ TradeNet portal, except for the following circumstances:

  1. The controlled item is hand-carried during import/export and does not need a CCP.

  1. The controlled goods are transported via ATA (Admission Temporaire/Temporary Admission) Carnet.

  2. The import or export of controlled item is done via courier service companies or via SingPost.

If you fulfil the special circumstances listed above, please apply for the import or export licence via the GoBusiness Singapore Portal with all relevant shipping and supporting documents (e.g. invoice, packing list, airway bill/bill of lading), ATA Carnet Certificate and the approved Singapore Customs CCP (if any).

Please note that the approval of licence is subjected to NEA’s assessment. You are strongly advised to seek clarification from NEA before committing to any purchase with overseas vendors.

Errors and Omissions in Cargo Clearance Permit Issued

Under Singapore Customs’ Voluntary Disclosure Programme (VDP), individuals and companies are encouraged to voluntarily disclose their declaration errors and omissions.
