The Environmental Public Health (Toxic Industrial Waste) Regulations require all TIWCs to be licensed. TIWCs shall ensure that their operations comply with their licence conditions and relevant Acts and Regulations.
Holders of the TIWC licence shall, but not limited to:
- Carry out the collection, storage, treatment and disposal of toxic industrial waste in a suitable industrial area
- Ensure that the storage facilities and treatment/disposal processes are compatible and commensurate with the types and quantities of TIW collected. Please note that incinerators meant for incinerating TIW will need to comply with additional requirements under NEA’s guidelines for a special waste incinerator
- Provide adequate pollution control measures and emergency response plans to prevent and mitigate any accidental release of TIW
- Keep records of TIW they have collected, stored, treated and disposed of, and submit monthly returns of their TIW via GoBusiness using the TIW Returns Submission Template.

Application for transport approval
TIWCs that intend to transport TIW exceeding quantities as prescribed in the Schedule of the Environmental Public Health (Toxic Industrial Waste) Regulations require a TIW Transport Approval (TIWTA) from NEA
To apply for a TIWTA, the following conditions, but not limited to, must be satisfied:
- The containers conveying the TIW must be designed and tested in accordance with an acceptable code of practice
- Proper hazard warning labels and panels are displayed on the tank container, tanker and/or vehicle used for storing and transporting the TIW
- The routes used to convey the TIW must be NEA approved transportation routes
- The transportation of TIW is only carried out during the daytime
- An adequate emergency action plan must be put up to deal with any accidental release of the TIW.
Relevant Singapore Standards (i.e. SS603 Code of Practice for Hazardous Waste Management, SS586 Specification for Hazard Communication for Hazardous Chemicals and Dangerous Goods) as well as recognised international standards, such as the European Agreement on the International Carriage of Dangerous Goods by Road (ADR), the United Nations Recommendations on the Transport of Dangerous Goods and the International Maritime Dangerous Goods Code are considered as acceptable codes of practice by NEA.

Application for a TIWTA can be made on GoBusiness. A trip-ticket system monitors the movement of TIW between generators and licensed collectors. Under the system, generators of TIW are required to put up consignment notes for every transportation of TIW exceeding the quantities stipulated in the Schedule.
