Management of Toxic Industrial Waste in Singapore
The import, collection, sale, supply, transport, storage, treatment and disposal of toxic industrial waste (TIW) are controlled under the Environmental Public Health Act and Environmental Public Health (Toxic Industrial Waste) Regulations.
- The list of controlled toxic industrial wastes can be found in the Schedule of the Regulations.
- Under the Regulations, all toxic industrial waste collectors must be licensed by NEA. The latest list of licensed TIWCs can be found here.
- The transport of toxic industrial waste in quantities exceeding those stipulated in the Schedule requires a transport approval.

Regulatory Requirements of TIW Generators (TIWGs) and TIW Collectors (TIWCs)
Where possible, generators should treat their TIW in their approved in-house waste treatment processes. Otherwise, generators are required to engage a licensed toxic industrial waste collector to collect their wastes for treatment and disposal. The collection, storage, transport, treatment and disposal of TIW shall comply with the requirements based on the latest edition of Singapore Standards SS603 Code of Practice for Hazardous Waste Management and SS586 Specification for Hazard Communication for Hazardous Chemicals and Dangerous Goods.
