SUBMISSION OF PLANS FOR TEMPORARY STRUCTURES AT CONSTRUCTION SITES

          Currently, contractors intending to carry out sanitary facilities for temporary structures at construction sites submit three sets of plans endorsed by QPs to the Central Building Plan Unit (CBPU). After CBPU has checked and cleared the plans, registered plumbers (RP) can then to apply for a Sanitary Permit from Sewerage Department (SD) to carry out the sanitary works on the approved plans.

 

2           In line with the revised procedure for the submission of building plans on Environmental Health, we have revised the procedure as follows:

(a) Plans on Sanitary Facilities for Temporary Structures

QPs prepare plans on sanitary facilities for temporary structures at construction sites. QPs are advised to consult CBPU on the preparation of the plans should they need clarification or seek waiver on requirements during the thrice weekly pre-consultation sessions on every Tuesday, Wednesday and Thursday morning (9.00 am-12 noon). There is no need for QPs to make prior appointments to attend the pre-consultation sessions. Besides the pre-consultation sessions, QPs can also contact CBPU officers at other times for consultation.

QPs endorse on the plans that they are prepared with full compliance with the Code of Practice on Environmental Health. The endorsement is in the Annex.

One set of the plans will be submitted to CBPU. CBPU will register the plans within 24 hours without checking. CBPU will no longer issue clearance to the plans. Once the plans have been endorsed by QPs, the sanitary works may commence in accordance with the endorsed plans.

(b) Notification for Commencement of Sanitary Works

RPs need  not apply for Sanitary Permit from SD to carry out the sanitary works.

RPs notify SD on the commencement of the sanitary works, enclosing plans to indicate proposed connections of the temporary toilet facilities to public sewers or septic tanks (where public sewers are not available) or holding tanks. Septic tanks are not allowed to serve temporary structures at construction sites located within the unprotected water catchment areas and Singapore River/Kallang Basin catchment.

 

3           The above revised procedure will take immediate effect.
