Revision To Service And Conservancy Charges For MSE-Owned Markets And Hawker Centres

Singapore, 3 June 2023 – The Ministry of Sustainability and the Environment (MSE) and the National Environment Agency (NEA) have conducted a review of the Service and Conservancy Charges (S&CC) for 27 MSE-owned Markets and Hawker Centres (MHCs). The list of 27 MSE-owned MHCs can be found in ANNEX.

2 S&CC collected is used to cover regular operating and maintenance costs of MHCs, such as general cleaning, utilities and maintenance. While the cost of cleaning and maintaining the MHCs have increased significantly over the years, the current S&CC rates have remained unchanged since 2005.

3 To better reflect the increase in costs, NEA will be increasing the S&CC in two steps – in January 2024 and July 2024. The adjustment amount is comparable to the recently announced S&CC increase to most HDB-owned MHCs. The revised rates are set out in the table below.

4 MSE and NEA will continue to conduct regular reviews of S&CC for MSE-owned MHCs to keep pace with changes in operational costs.
