New Chairman And Members For National Environment Agency Board Of Directors

Mr Lee Chuan Seng to take over from Mr Liak Teng Lit as Chairman from 1 April 2019

Singapore, 18 March 2019 – The National Environment Agency (NEA) is pleased to announce the appointment of Mr Lee Chuan Seng as Chairman of the NEA Board of Directors with effect from 1 April 2019. He takes over from the current Chairman, Mr Liak Teng Lit.

Incoming Chairman – Mr Lee Chuan Seng

2          Mr Lee, who is currently the Emeritus Chairman of Beca Asia Holdings Pte Ltd, joined the NEA Board on 1 April 2012 and has been the Deputy Chairman of the NEA Board since 2016. Mr Lee is a champion for environmental sustainability. He was the founding President of the Singapore Green Building Council and chairs a number of industry committees including the BCA Green Mark Advisory Committee which shapes the direction of Singapore’s green building rating system. Mr Lee was also on the Expert Assurance Group for the Energy Efficiency in Buildings initiative by the World Business Council for Sustainable Development. He served previously as the Deputy Chairman of the Singapore Building and Construction Authority, and Board Member of the Singapore Professional Engineers Board.

Outgoing Chairman – Mr Liak Teng Lit

3          Mr Liak Teng Lit has been the Chairman of the NEA Board since 1 April 2015. As Chairman, Mr Liak provided strategic guidance to NEA, and ensured that the agency’s work and priorities contribute to achieving the Ministry of the Environment and Water Resources’ mission of ensuring a clean and sustainable Singapore. A passionate advocate of encouraging behavioural norms that help to keep the environment clean, Mr Liak was instrumental in the Keep Singapore Clean movement. The movement engages the community to amplify the message of individual and collective ownership of the environment. More than 20,000 volunteers, comprising students, non-governmental organisations, businesses, grassroots leaders and residents have been engaged under the Keep Singapore Clean movement.  

4          Mr Liak has also been a strong supporter of policies on vehicular emissions, and smoking prohibition protecting Singaporeans from the adverse health effects of second-hand tobacco smoke. Under Mr Liak’s tenure as Board Chairman, he oversaw the development and implementation of Singapore’s first No Smoking Zone within the Orchard Road precinct that came into effect from 1 January 2019.

5          Mr Liak was also instrumental in guiding NEA in the upgrading of existing hawker centres and the construction of new hawker centres. 20 new hawker centres will be built by 2027 and will add to the number of hawker stalls in Singapore offering hygienic and affordable food. Mr Liak provided strategic advice on the management of the hawker centres, and suggested ways to improve the productivity, enhance the vibrancy and promote graciousness in hawker centres, such as the tray return initiatives.

6          In the area of environmental sustainability, Mr Liak played a key role in the Board’s guidance and support for resource conservation and waste management. The carbon pricing bill was passed in Parliament in 2018 and paved the way for the introduction of a carbon tax in 2019. Mr Liak oversaw NEA’s development of the mandatory packaging reporting framework, and planning for the upcoming Integrated Waste Management Facility, which will be co-located with PUB’s Tuas Water Reclamation Plant to create new synergies via the water-energy-waste nexus.

7          Permanent Secretary for the Ministry of the Environment and Water Resources Mr Albert Chua said, “We extend our deepest appreciation to Teng Lit for his leadership and valuable contributions to NEA over the past four years. We have benefited from his insights and perspectives, and are inspired by his ideas and vision to achieve a liveable and sustainable Singapore. We wish him all the best in his future endeavours.”

New Board Appointments

8          Mr Ravinder Singh (President, Electronics and President, Defence Business, Singapore Technologies Engineering Ltd) will take over from Mr Lee as Deputy Chairman with effect from 1 April 2019. Two new members, Mr Lim Eng Hwee (Chief Executive Officer, Urban Redevelopment Authority) and Mr Puah Kok Keong (Deputy Secretary (Policy), Ministry of Home Affairs), have been appointed to the Board with effect from 1 April 2019. Ms Jackie Chew (Chief Risk Officer, Prudential Assurance Company Singapore (Pte) Ltd), Mr Bernard Choo Chee Wee (Editor, Shin Min Daily News, Singapore Press Holdings Ltd), and Mr Quek Suan Kiat (Former Vice Chairman, Barclays Bank PLC Singapore) have been re-appointed to the Board.

9          Apart from Mr Liak, Mr Ong Chao Choon (Deputy Chairman and Advisory Leader, PricewaterhouseCoopers Singapore) and Mr Sim Gim Guan (Chief Executive Officer, National Council of Social Service) will be completing their terms and stepping down from the Board.

Mr Lee Chuan Seng is the Emeritus Chairman of Beca Asia, an engineering consultancy based in Singapore, and was an Executive Director of the Beca Group, New Zealand. After leading the expansion of the Beca Asia business over more than two decades into Indonesia, Myanmar, Malaysia and China, he retired in 2013. He has lived and worked in New Zealand, the Philippines, Indonesia and Singapore. His international work experience also includes projects in Vietnam, Australia, Hong Kong, Taiwan, Japan and Korea.

He is an Honorary Advisor of the Singapore Green Building Council and was its founding President (2009-2011), as well as a Board Member of the World Green Building Council from 2010 to 2013.

He has been the Deputy Chairman of the National Environment Agency Board since 2016. He was the Deputy Chairman of the Singapore Building and Construction Authority Board, as well as a Board Member of the Singapore Professional Engineers Board having served several terms on these statutory bodies which regulate the construction industry and the engineering profession in Singapore.

In addition, he chairs a number of industry committees, including the BCA Green Mark Advisory Committee which oversees the benchmarks for green building awards in Singapore, and BCA Industry Steering Committee for Building Information Modelling (BIM) which seeks to improve the productivity of the construction industry. He was also Co-Chair of the Singapore BCA International Panel of Experts for Sustainability in the Built Environment (2008, 2009 and 2013) and the International Panel of Experts for BIM Technology (2010 and 2013). He was Chair of the Advisory Board for the BCA Centre for Sustainable Buildings which is the result of collaboration between BCA and the United Nations Environment Programme.

He is the Scientific Advisor to the Ministry of National Development and a Member of the Committee of Government Scientific Advisors. He is Chairman of the Technical Advisory Workgroup and Member of the Exco, Urban Solutions and Sustainability, National Research Foundation Singapore.

Mr Lim Eng Hwee has been the Chief Executive Officer of the Urban Redevelopment Authority (URA) since 1st September 2017. URA is Singapore’s national planning agency responsible for the physical planning and urban development of Singapore.

Mr Lim was formerly the Chief Planner and Deputy Chief Executive Officer of the Urban Redevelopment Authority from 2009 to 2017. He has extensive experience in urban planning, urban design, implementation of land use policies and development initiatives. He also served in the Ministry of National Development and Ministry of Trade and Industry.

He served as a member in the Boards of Land Transport Authority, Singapore Cooperation

Enterprise and Singapore Science Centre. He currently sits on the Boards of Singapore Tourism Board and the International Federation for Housing and Planning.

Mr Lim graduated with a Bachelor of Planning from the University of Auckland. He also holds a Master in Public Administration from the Harvard University. He attended the Wharton Advanced Management Program at the University of Pennsylvania.

 
 

Puah Kok KeongMr Puah Kok Keong

Mr Puah Kok Keong has been the Deputy Secretary (Policy) at the Ministry of Home Affairs since August 2016. The issues he oversees include policy, planning, human resources, finance, and research & statistics.

Mr Puah started his career as an economist in the Ministry of Trade and Industry in 2002, and was the Deputy Director of Energy Policy in 2007. He joined the Ministry of Health in 2008 as Deputy Director of Primary and Community Care, and later was Director of Governance and Planning in 2010. He was the Director for Fiscal Policy at the Ministry of Finance from 2011 to 2015.

Mr Puah is the Deputy Chairman of the Singapore Corporation of Rehabilitative Enterprises, and sits on the board of the Casino Regulatory Authority.

Mr Puah received his Master’s degree and Bachelor’s degree in Economics from the Massachusetts Institute of Technology in 2000. He also received a Master’s degree in Management Science from Stanford University in 2016.
