New technologies and innovative recycling trial projects will be implemented to improve waste collection services, recycling and food waste management
Singapore, 22 September 2021 – The National Environment Agency (NEA) has awarded the new public waste collection contract for the Ang Mo Kio-Toa Payoh sector to 800 Super Waste Management Pte Ltd (800 Super) through an open competitive tender. 800 Super was appointed after NEA received tender offers from five tenderers. The current contract for public waste collection in the Ang Mo Kio-Toa Payoh sector is held by 800 Super and expires on 30 September 2021. The company will therefore continue as the provider of refuse and recyclables collection services to domestic and trade premises in this sector from 1 October 2021 to 30 September 2028.
2 The Ang Mo Kio-Toa Payoh sector covers the planning areas of Bishan, Ang Mo Kio, Serangoon and Toa Payoh (refer to Annex A for a map of the Ang Mo Kio-Toa Payoh sector). There are about 147,400 premises – comprising 142,000 households and 5,400 trade premises, which include hawker and market stalls, shops, places of worship, and government buildings.
Increasing Productivity and Optimisation of Resources
3 As part of transformation efforts in the waste management industry, NEA encourages the use of innovative concepts and technologies to improve productivity and sustainability in the collection of refuse and recyclables in our public tenders for the public waste collectors (PWCs).
4 Innovative technologies that will be implemented by 800 Super in the Ang Mo Kio-Toa Payoh sector to improve productivity and sustainability include the use of recycling trucks fitted with side-loaders which enables higher capacity recyclables collection with a one-man collection crew, and the replacement of 32 units of mobile compactors at the bin centres with stationary compactors. Unlike mobile compactors which need to be individually hauled to the incineration plants, refuse from multiple stationary compactors can be consolidated by the same refuse collection truck for disposal.
5 With the implementation of such technologies, 800 Super will be able to reduce the number of collection routes by about 11 per cent. These efforts will reduce the number of collection trucks on the road, improve productivity and service efficiency, thereby reducing the overall carbon footprint of waste collection services. 800 Super has also integrated their technologies to their command centre which monitors collection and services provided to all premises under this sector.
New Fleet of Vehicles for Ang Mo Kio-Toa Payoh Sector
6 A new fleet of trucks will be introduced for the collection of refuse, recyclables and garden waste. This includes 14 electric vehicles (EVs), which make up almost 45 per cent of the fleet that will be deployed. In addition, one recycling truck will be fitted with side-loaders.
7 800 Super will also introduce a dual compartment collection truck for the collection of recyclables and garden waste at landed premises. The truck will have separate compartments to collect recyclables and garden waste concurrently. Dual compartment collection trucks will help to reduce the number of collection trips, as only one truck will be dispatched during the collection rounds at landed premises.
8 All of 800 Super’s vehicles will also be equipped with a 360-degree camera monitoring system, with live viewing transmitted to the driver’s cabin monitor. This safety feature will reduce blind spots to a minimum (refer to Annex B for photos of the electric rear-end loader refuse truck, the side-loader recycling truck and the dual compartment recycling and garden waste truck).
Trials to Improve Recycling and Food Waste Management at Ang Mo Kio-Toa Payoh Sector
Initiatives to Improve Household Recycling
9 As part of a trial to improve the collection of recyclables in the Ang Mo Kio-Toa Payoh sector, 800 Super will install sensors in the recycling bins in HDB estates from November 2021. This will allow real-time monitoring of bin capacity to facilitate more responsive collection and reduce incidents of bin overflow (refer to Annex C for photos of the sensors installed inside the blue recycling bin at the Ang Mo Kio-Toa Payoh sector).
Innovative Food Waste Management
10 An innovative scheme that 800 Super is exploring, is a one-year trial from November 2021, to collect food waste from residents. A total of 10 units of smart lockers will be placed at selected HDB blocks in the Ang Mo Kio-Toa Payoh sector. These smart lockers will be installed with an Internet of Things (IoT) remote access smart system, a QR code scanner, and a load cell weighing scale. Participating households will be issued a unique QR code and air-tight reusable plastic containers to store their food waste. Participating households can then do a one-to-one exchange of the reusable plastic containers when they drop off their food waste-filled containers into the smart lockers. Using their unique QR code, households will weigh their food waste container and scan the amount of food waste deposited in exchange for reward points via 800 Super’s mobile application. The reward points can be accumulated and exchanged for grocery vouchers directly with 800 Super. If the trial is successful, 800 Super will deploy another 83 smart lockers to other HDB blocks in the sector.
Refuse Collection Fees
11 All households in Singapore living in HDB flats and condominiums that have not opted out of the public waste collection scheme will continue paying the same monthly household refuse collection fees of $8.25. Landed homes will also continue paying the same monthly household refuse collection fee of $27.47. Both fees are inclusive of GST. The household refuse collection fees are currently under review and changes to the fees, if any, will be announced separately.
12 For trade premises, 800 Super will inform business owners of their new refuse collection fees, which will depend on their daily refuse output.
