Revision Of Household Refuse Collection Fees From 1 July 2024

Singapore, 28 March 2024 – From 1 July 2024, household refuse collection fees will be revised by $0.39 per month to $10.20 for HDB flats and non-landed private housing that are in the public waste collection scheme. The fee will be revised by $1.33 to $34.00 per month for landed homes. The revised fees ensure that Singapore’s overall waste management system can operate sustainably.

Support for Singaporean HDB Households

2          The household refuse collection fee for HDB flats can be offset by the permanent GST Voucher – U-Save and the Assurance Package (AP) U-Save. U-Save rebates for FY2024 are disbursed in April, July, October this year and January the following year. It is credited directly into eligible households’ utilities accounts managed by SP Services. U-Save rebates  help eligible households cope with their utility expenses [1], including the refuse collection fee.

Fee Review to Keep Up with Rising Operational and Manpower Costs

3          Public Waste Collectors (PWCs) are appointed to collect refuse from households via open competitive tenders [2]. Each household pays its PWC a monthly refuse collection fee through its monthly utility bill. The current refuse collection fees are $9.81 per month for households living in HDB flats and non-landed private housing, and $32.67 per month for households living in landed homes [3]. The refuse collection fees for households are reviewed biennially .

4          Over the past few years, average PWC charges have increased in tandem with rising operational and manpower costs.

(SembWaste). 800 Super serves the Ang Mo Kio-Toa Payoh and Pasir Ris-Bedok sectors, Alba W&H serves the Jurong and Woodlands-Yishun sectors, and SembWaste serves the Clementi-Bukit Merah and City-Punggol sectors.
