Information on Microwave Ovens

Background

In Singapore, microwave ovens are controlled under the Radiation Protection Act 2007 and the Radiation Protection (Non-Ionising Radiation) Regulations that are administered by the National Environment Agency (NEA). A licence from the NEA is required to import, manufacture, sell, or deal with microwave ovens.

A microwave oven as defined in the Radiation Protection (Non-Ionising Radiation) Regulations, is a device designed to heat, cook or dry food or material within a cavity through the application of microwave energy with the frequency ranging from 890 MHz to 6 GHz and is used in an industrial establishment, a commercial establishment, a restaurant, a cafeteria, in or with a vending machine, or in the home.

N1 (Dealer) Licence Application Process

The N1 licence is required to manufacture, sell, or deal with microwave ovens. The N1 licence should be applied via GoBusiness. During the N1 licence application/amendment, the following documents must be provided:

  • Documentation on the technical specification

  • Certification body’s test report

The certification body’s test report must have the radiation leakage information that shows compliance with the following requirements:

  • Radiofrequency (RF) radiation leakage measurement does not exceed 10 W/m2 (when measured at all points at least 5 cm from the external surface of the oven, with a test load of 275 ± 15 ml of water at an initial temperature of 20 ± 5 oC).

  • X-ray radiation leakage measurement does not exceed 5 µSv/hr (when measured at 5 cm from the external surface of the oven, spread over an area of 10 cm2).

N4A (Import) Licence Application Process

The N4A licence is required to import microwave ovens. The N4A licence should be applied via TradeNet by the declaring agent handling the consignment of microwave ovens on behalf of the importers. During the N4A licence application, the following must be provided:

  • Shipping documents

  • Documentation on the technical specification

  • Certification body’s test report

  • N1 Licence

The certification body’s test report must have the radiation leakage information that shows compliance with the following requirements:

  • Radiofrequency (RF) radiation leakage measurement does not exceed 10 W/m2 (when measured at all points at least 5 cm from the external surface of the oven, with a test load of 275 ± 15 ml of water at an initial temperature of 20 ± 5 oC).

  • X-ray radiation leakage measurement does not exceed 5 µSv/hr (when measured at 5 cm from the external surface of the oven, spread over an area of 10 cm2).
