Burial, Cremation and Ash Management

The body of the deceased may be buried or cremated, depending on the wishes and religion of the deceased.

Burial

The Choa Chu Kang Cemetery Complex is the only cemetery in Singapore open for burials.

Please read the  terms and conditions of the Choa Chu Kang Cemetery before making a booking. Bookings for burial can be made over the phone or in person at the service counters.

Payment of the burial fee for the grave plot is to be made at the service counters before the burial. Documents required for verification during processing of application:

  • Digital death certificate; OR
  • Manual Confirmation of Death (mCOD); OR
  • Public Hospital Printout (NEHR)

Please refer to Written confirmation of death documents for specimens of the above documents.

*Foreigners are allowed to be buried in Singapore only if the deceased persons have immediate next-of-kin (parents, spouse, children only) who are Singapore Citizens or Permanent Residents. Prior written permission must be obtained from the National Environment Agency. 

All cancellations and changes to confirmed bookings must be made by the applicant or next-of-kin of the deceased in person at the service counters, together with all relevant documents.

The application to apply for a permit to erect a tombstone/monument can only be made by the original burial applicant, or someone with written authorisation from the original burial applicant.

Next-of-kin are to only engage contractors registered under NEA to carry out erection of tombstone or monument service, in NEA-managed facilities. 

Note:
With effect from 1 November 1998, the burial period for all graves will be limited to 15 years. At the end of 15 years, the graves will be exhumed. For those whose religions permit cremation, the exhumed remains will be cremated and stored in columbaria niches. Where burial is mandated by religion, the exhumed remains will be re-buried in smaller individual plots.

There are four crematoria in Singapore – two government-managed crematoria, and two private crematoria.

Ash Management
Inland Ash Scattering Facilities

Inland ash scattering allows next-of-kin to scatter cremated human ashes in designated lanes within two gardens:

Garden of Peace 

There are 2 entrances to Garden of Peace.

  • The North Gate is located along Old Choa Chu Kang Road, near the bus stop "Bef Track 33" (Stop ID: 31139).
  • The South Gate is located along Cemetery South Street 18, at the junction of Cemetery South Street 18 and Muslim Cemetery Path 11. 

Garden of Serenity

  • Located at the Mandai North Crematorium (MNC), which is accessible on foot from Mandai Crematorium and Columbarium. The bus stop nearest to MNC is "Mandai Crematorium & Columbarium" (Stop ID: 48149).
  • Entrances to the Garden of Serenity are located (1) near the open carpark at MNC and (2) opposite Service Hall 7 of MNC.

i) Both Gardens are open from 9am to 5.30pm daily, except on days where maintenance is being carried out.

ii)  Booking for Inland Ash Scattering Service can be made via NEA ePortal or in person at the following service counters.

iii)  Payment is to be made at the service counters before the inland ash scattering service.

iv) Documents required for verification before inland ash scattering service:

  • Application of Inland Ash Scattering
  • Identification papers (e.g. NRIC, passport) of authorised person or next-of- kin

vi)  All cancellations and changes to confirmed bookings must be made by the applicant or next-of kin of the deceased in person at the service counters, together with all relevant documents.

NEA conducts periodic ash soil transfer at the Garden of Peace and the Garden of Serenity. As scattered ashes accumulate over time and the IAS lanes reach capacity, ash soil from the lanes at both the Garden of Peace and the Garden of Serenity will be respectfully transferred to a designated location within the Garden of Peace at Choa Chu Kang Cemetery. This ensures that the lanes remain available for continued use by members of the public.

Only fine ashes are to be scattered at the gardens. For processing of cremated remains into fine ashes, you may visit the facilities:

Important Update: Change in operating hours 
With effect from 1 February 2025, Choa Chu Kang Crematorium is opened from Monday to Friday, 8.30am to
4.30pm (excluding lunch hours from 1pm to 2pm). It will be closed on Saturdays, Sundays and Public Holidays.

Columbaria

Cremated ashes may be stored in columbaria niches. Niches are available for booking at two NEA-managed columbaria, and private columbaria.

Bookings for the storage of ashes in NEA-managed columbaria niches can be made via NEA’s ePortal website, or in person at the service counters. Please read the  terms and conditions of NEA-managed columbaria before making a booking.

i) Niche booking hours:

Mondays to Fridays: 8.30am – 4.30pm
Saturdays: 8.30am – 12.30pm
Closed for lunch at the following hours: 1.00pm - 2.00pm
Niche booking is not available on Sundays

ii) No advance booking of niches is allowed. 

iii) The following information are required to book a niche: 

  • Deceased's Details (e.g. Digital death certificate, Stillbirth Certificate, Date of Death, Hospital Memo (for foetus))
  • Application for Cremation at NEA-managed Crematoria, or Cremation Permit at private crematoria
  • Proof of identity of the applicant (e.g. NRIC or passport)
  • Letter of Authorisation (if applicant is not a next-of-kin)
  • Letter of Undertaking (if applicable)

iv) Payment is to be made when the niche booking is confirmed. The following payment modes are accepted:

  • NETS
  • Cash Card (over-the-counter)
  • Credit Card

Niche (family - can store ~4 urns)$900*

* Niches at government columbaria are allocated sequentially. There will be a $250 selection fee should you wish to choose a different location from that allocated.
