Two-year trial offers a more accessible alternative as Singapore’s ageing population drives demand for after-death services

12 October 2026 – The National Environment Agency (NEA) will launch a two-year pilot offering ferry services in the second half of 2027, giving families a more accessible option for scattering cremated remains at sea. The pilot responds to growing demand for ash scattering as cremation numbers in Singapore continue to increase.

Meeting evolving after-death needs

2 As Singapore’s population ages, demand for after-death services is expected to grow. Annual deaths are projected to increase from about 26,500 in 2025 to around 40,000 by 2040. To meet this growing demand, NEA has been expanding capacity across government-managed facilities, including the opening of Mandai North Crematorium in August 2025. [1]

Growing preference for scattering options

3 Currently, around 82 per cent of those who pass away in Singapore are cremated. Since inland ash scattering (IAS) was introduced in 2021, take-up has grown steadily. The proportion of cremations where ashes were scattered at IAS facilities rose from about 7 per cent in 2022, the first full year of operation, to about 12 per cent in 2025. To support this trend, NEA opened the Garden of Serenity at Mandai North Crematorium in August 2025, Singapore’s second IAS facility. The growing preference for ash scattering has prompted NEA to explore additional options to meet public needs.

4 This trend is consistent with the findings from the Study on Wake Spaces conducted by the Institute of Policy Studies (IPS) at the National University of Singapore. [2] About 42 per cent of respondents indicated a preference for ash scattering, comprising 27 per cent who preferred sea scattering, and 15 per cent who preferred IAS. These findings reflect sizeable interest in ash scattering as an alternative to storing cremated remains.

Pilot ferry service arrangements

5 The pilot ferry service will operate weekly from Pasir Panjang Ferry Terminal under the management of an operator appointed by NEA. The service will accommodate multiple groups on a single vessel, offering a cost-effective alternative for families seeking more accessible sea scattering options. A fee of S$50 per application applies.

6 Mr Chew Ming Fai, NEA Deputy Chief Executive Officer and Director-General Public Health said, " As needs and preferences evolve, we are committed to providing more options for people making after-death arrangements for their loved ones. This pilot will make the scattering of ashes at sea more accessible, while allowing us to better understand demand and shape the service to meet their needs."

7 The pilot will run for two years, during which NEA will monitor uptake and gather feedback to assess the long-term viability of the service. More details on the pilot ferry services, including the pilot ash scattering site, booking arrangements and procedures, will be made available ahead of the commencement of operations in 2027.

Singapore Ready To Step Up Haze Response

Singapore, 09 October 2026 – Over the past week, the haze situation has deteriorated due to an increase in hotspots in southern and central Sumatra, and unfavourable wind conditions.

2 As of 7pm on 9 Oct, the 1-hr PM2.5 concentration readings were 69 – 123µg/m3, in Band 2, Elevated, and the 24-hr Pollutant Standard Index (PSI) was 136 – 192, in the Unhealthy range.

3 While showers are expected over Singapore and the surrounding region on Saturday (10 Oct) and Sunday (11 Oct), the prevailing southeasterly to southwesterly winds may continue to transport smoke haze from southern Sumatra and Kalimantan towards Singapore.

4 Based on the current situation, it is possible that the 24-hour PSI may exceed 200 and enter the Very Unhealthy range. In preparation for this, the Government’s Haze Task Force (HTF), led by the National Environment Agency (NEA) and comprising 28 government agencies, has been convened and HTF agencies stand ready to roll out the next tier of action plans and advisories to protect the health and well-being of the public, especially vulnerable groups including the elderly, pregnant women, children, and those with chronic lung and heart diseases.

General Health Advisory

5 The health impact of haze is dependent on one’s health status, the PSI level, and the length and intensity of outdoor activity. Reducing outdoor activities and physical exertion can help limit the ill effects from haze exposure. Given the air quality forecast for the next 24 hours, healthy persons should avoid prolonged and strenuous outdoor physical exertion. The elderly, pregnant women and children should minimise outdoor activity, while those with chronic lung or heart disease should avoid outdoor activities. Persons who are not feeling well, especially the elderly and children, and those with chronic heart or lung conditions, should seek medical attention.

6 Healthcare institutions (including public hospitals, polyclinics, and nursing homes) have activated haze preparedness measures, such as using air purifiers, closing the windows in the wards and corridors, and reducing ambient temperature through portable air coolers, where appropriate. Given the worsening air quality, community care providers offering residential and centre-based services have been reminded to replace outdoor activities with indoor ones.

7 N95 masks are generally not required for short outdoor exposure, like commuting from home to school or work, or when indoors. A healthy individual who has to be outdoors for several hours may wear an N95 mask to reduce exposure when the air quality forecast is in the Hazardous range (PSI >300). Vulnerable persons such as the elderly, pregnant women and individuals with chronic heart or lung disease may wear an N95 mask to reduce exposure when the air quality forecast is in the Very Unhealthy range (PSI >200) and if they have to be outdoors for several hours. However, the elderly, pregnant women and those with severe lung or heart problems who have difficulty breathing at rest or on exertion should consult their doctor before using an N95 mask. Any person who feels discomfort when using an N95 mask should take a break from using the mask.

8 There are sufficient stocks of N95 masks in retailers’ warehouses and government stockpiles. As part of ongoing haze preparedness efforts, the HTF works closely with retailers to ensure the availability of N95 masks to the public.

Distribution of masks

9 The Government has set aside N95 masks to support Singaporeans who may be more vulnerable to the effects of haze or who may have limited means of obtaining N95 masks. When the PSI enters the Very Unhealthy range (PSI>200), the People’s Association (PA) grassroots organisations will start distributing N95 masks to eligible Singaporeans. To complement PA’s distribution, mask vending machines will also be made available at selected public transport hubs and social services offices.

10 The following eligible Singaporeans* can collect N95 masks (2 pieces per pack) at the following locations using their NRICs. They may also ask a family member or friend to collect the masks on their behalf using the eligible person’s NRIC.

Advice for Pre-schools and Schools

11 The Early Childhood Development Agency (ECDA) requires preschools to cease all outdoor activities and strenuous indoor activities when the air quality is in the Very Unhealthy range. Children with chronic heart and lung conditions will be exempted from all indoor physical activities.

12 Preschools are required to ensure that all children remain in enclosed and well-ventilated indoor spaces with doors and windows closed, and fans or air conditioners switched on. In addition, preschools are to prepare at least one enclosed room with air purifier(s) turned on to temporarily accommodate children who may become unwell or develop respiratory problems due to the impact of haze.

13 Preschools are also required to ensure that children with asthma, heart or respiratory problems have their prescribed medication with them, and to closely monitor the health of all children. Should any child exhibit respiratory problems or feel unwell, the preschool is to inform the parents and seek medical attention for the child.

14 The Ministry of Education (MOE) and schools have plans to ensure the well-being of students and staff during a haze situation. Schools and Institutes of Higher Learning are ready to respond and take appropriate haze management measures taking guidance from the Ministry of Health’s (MOH) advisory (https://www.moh.gov.sg/others/haze/).

15 All students will be kept in well-ventilated indoor enclosed spaces with air purifiers turned on. Teachers will also be on the lookout for students who are unwell or have pre-existing lung or heart conditions.

16 Classroom lessons will continue, but lessons may be modified as appropriate. For instance, students may be assigned work confined to sit-down classroom setting. Outdoor activities will be avoided. Students and staff who are unwell will be sent for medical attention. Schools will monitor the 1-hour PM2.5 readings throughout the day and adjust activities as needed in response to changing conditions.

17 For national examinations, schools have made arrangements for all candidates to take their papers in enclosed spaces, such as classrooms or halls. Air purifiers will also be provided so that examinations can continue should haze conditions unexpectedly worsen.

18 As was the case in 2015, MOE will consider closing schools when the air quality forecast for the next day is Hazardous (24-hour PSI>300). In making any decision to close schools, MOE is mindful of the disruptions to families’ care arrangements for their children, and will take into consideration all available information, health advisories and forecasts from the relevant authorities regarding the next day’s haze situation.

19 Should school closures coincide with national examinations, the affected examination papers will be rescheduled and the examination period extended. The announcement on the rescheduling of examinations will be made together with the announcement on school closure. School and private candidates will be informed through their schools and the Singapore Examinations and Assessment Board (SEAB) respectively.

20 If the candidate is unable to sit for or continue with the examination, the candidate’s health must take priority. There are existing procedures for schools to escalate the situation to SEAB for special consideration so that the candidate will not be penalised. Advice for Workplaces

21 The Ministry of Manpower (MOM) reminds employers not to compromise on the health and safety of their employees as they continue operating, especially employees involved in outdoor work. To carry out outdoor work safely, employers should adhere to MOM’s haze guidelines and tripartite advisories (www.mom.gov.sg/haze) and adopt the following risk mitigating measures when the 24-hour PSI enters the “Very Unhealthy” range:

Avoid prolonged or strenuous outdoor work for healthy employees.
Minimise outdoor work for vulnerable workers, especially the elderly and pregnant women.
Avoid outdoor work for workers with chronic heart and lung conditions.
Use mechanical aids, implement job rotation, schedule indoor rest breaks and ensure adequate hydration.
If prolonged or strenuous outdoor work is not avoidable, and an employer still requires an employee to work due to extenuating circumstances, the employer is strongly urged to provide suitable masks (e.g., N95 masks or equivalent).

22 Employers should monitor workers’ health and symptoms closely, with regular clear communications on the measures taken to help employees cope with the impact of the haze. In addition, MOM advises platform workers who are exposed to the haze while performing outdoor deliveries to similarly follow the measures outlined in the advisory as much as possible.

Haze Shelters at CC and RC Centres

23 Air-conditioned rooms in Community Clubs (CCs) and selected Residents’ Committee (RC) and Residents’ Network (RN) Centres will be set up as haze shelters when the PSI enters the Very Unhealthy range (PSI>200). Members of the public can seek respite from the haze at these haze shelters.

24 Residents may contact their nearest CCs on the operating hours and location of the Haze Shelter. If the 24-hour PSI crosses into the Hazardous range, the opening hours of the haze shelters in the CCs will be extended to 10pm.

Safeguarding Singapore

25 The Home Team Departments under the Ministry of Home Affairs (MHA) calibrate the training and outdoor activities of its personnel according to the 24-hour PSI level. When the 24-hour PSI is in the Very Unhealthy range (or 1-hour PM2.5>150) and above, all Physical Fitness Testing would be suspended and outdoor physical training would be avoided, with indoor air-conditioned alternatives used where possible. Susceptible personnel will be identified and assigned work arrangements with reduced outdoor exposure. The Home Team will continue its operations to keep Singapore safe and secure, notwithstanding the haze situation, and has measures in place to ensure the health and safety of our officers.

26 Should the 24-hour PSI value exceed 200 or 1-hour PM2.5 reading exceed 150μg/m³, the Singapore Armed Forces (SAF) will adopt additional measures for service personnel performing outdoor duties, physical training activities, or those with existing medical conditions that could be aggravated by the haze. Prolonged or strenuous outdoor physical activities will be avoided, and outdoor physical fitness tests will be postponed or be conducted indoors, if applicable. Service personnel with existing medical conditions that could be aggravated by the haze will don the N95 masks when performing essential outdoor duties. Regardless of haze conditions, the SAF maintains operational readiness to safeguard Singapore.

Advice for Motorists and Commuters

27 The Land Transport Authority (LTA) has advised on the safety precautions motorists should take and how commuters can keep up-to-date with information pertaining to any affected public transport service. Through the Expressway Monitoring and Advisory System (EMAS) signs and ERP 2.0 On-Board Units (OBUs), motorists are reminded to drive with care and switch on their headlights when visibility is low. Tunnel lighting will also be adjusted where necessary to improve visibility. Commuters will be informed of any train or bus service which has been affected through the MyTransport.SG mobile application as well as other platforms such as Public Transport Operators’ (PTO) and LTA’s social media pages.

Sporting Activities

28 Sport Singapore (SportSG) advises participants and organisers of sport activities and sport facility operators to continuously monitor the air quality and adjust their activities and operations accordingly. Risk assessments should be conducted with due consideration of the relevant health advisories when deciding whether to proceed with activities and operations.

29 When the 24-hour PSI levels cross into the Very Unhealthy range, sport organisers and facility owners should consider modifying or suspending activities held outdoors and in non air-conditioned facilities to minimise prolonged exposure. Organisers of sport activities taking place in air-conditioned environments should review existing risk assessments before continuing with any activities. The 1-hour PM2.5 readings are measured across shorter time frames and reflect the prevailing conditions, and may be used to help activity organisers and individuals assess localised conditions and determine appropriate risk mitigation measures on-site, particularly where vulnerable persons are involved.

30 All ActiveSG Sport Centres are monitoring haze conditions and will adjust operations based on the 24-hour PSI index and the relevant health advisories. Members of the public are advised to check with their respective ActiveSG Sport Centres for updates on temporary facility closures and suspension of programmes and activities.

265 Foreign Vehicles With Outstanding Fines Stopped At Land Checkpoints

8 October 2026 - More than $639,000 in outstanding summonses were recovered from 265 foreign motorists during a multi-agency operation conducted from 28 to 30 September 2026. During the operation, foreign motorists with outstanding fines were stopped and directed to settle their fines for vehicular and traffic offences when they entered Singapore at the land checkpoints. The operation was led by the Traffic Police (TP) and supported by officers from the Immigration & Checkpoints Authority, Housing & Development Board, Land Transport Authority (LTA), National Environment Agency, and the Urban Redevelopment Authority.

2 Singapore takes a serious view of foreign motorists who have committed offences in Singapore, and do not settle their fines. Singapore authorities regularly conduct operations against such motorists, and those with outstanding fines for traffic, parking, or vehicular emissions offences may be denied entry into Singapore.

3 All motorists are required to abide by Singapore laws and play their part in building a positive road safety culture. This includes the following:

Adhering to speed limits
Obeying traffic signals
Paying ERP and parking charges
Parking legally
Keeping within emissions limits

4 All foreign-registered vehicles must have a valid Vehicle Entry Permit (VEP) [1] for entry into Singapore. From 2 November 2026, foreign-registered vehicles with outstanding fines for traffic, parking or vehicular emissions offences committed in Singapore will not be able to apply for or renew their VEP with LTA.

5 Foreign motorists are strongly advised to check if they have any outstanding fines at www.axs.com.sg before applying for or renewing a VEP and entering Singapore. Payment of the fines can be made via the following channels (a detailed list of payment options applicable to the respective agencies is listed in Annex A):

Singapore and Mongolia To Open Application Process For Carbon Credit Projects Under Bilateral Implementation Agreement

8 October 2026 – Singapore and Mongolia will open the application process for carbon credit projects under their Implementation Agreement (IA) on carbon credits cooperation from 30 October 2026. The Singapore-Mongolia IA will be the sixth implementation agreement under which Singapore has opened applications for carbon credit projects, following agreements with Ghana, Bhutan, Peru, Rwanda and Thailand.

2 The opening of the application process was announced by Minister of State for Manpower & Energy, Trade and Industry Mr Foo Cexiang during the Mongolia-Singapore Business Forum on 8 October 2026. The Forum was organised by the Embassy of Mongolia in Singapore and supported by the Singapore Business Federation (SBF) and the Mongolia Chamber of Commerce & Industry (MNCCI).

3 Authorised projects will support additional carbon mitigation activities in Mongolia and advance both countries’ climate ambitions. These projects will also promote sustainable development and benefit local communities through job creation and reduced environmental pollution.

4 Authorised projects will generate carbon credits aligned with Article 6 of the Paris Agreement. Under Singapore’s International Carbon Credit (ICC) framework, these credits may be eligible for use by Singapore-based carbon tax-liable companies to offset up to 5% of their taxable emissions.

5 Interested parties may apply for authorisation of eligible carbon credit projects in Mongolia. Applications will be jointly reviewed by the Singapore and Mongolia governments on a rolling basis. Details on the application process will be on Singapore’s Carbon Markets Cooperation website from 30 October onwards, at https://go.gov.sg/sg-mn-ia.

Application Process

6 The application process comprises three stages, each corresponding to a different stage of the carbon credits project lifecycle (See Annex A). The first two stages require applicants to provide information on design and implementation plan for the carbon credits project in the lead-up to project authorisation. The final stage relates to the application of corresponding adjustments to carbon credits generated from authorised projects, in accordance with Article 6.2 of the Paris Agreement. Detailed steps on the application process can be found on Singapore’s Carbon Markets Cooperation website (https://go.gov.sg/sg-mn-ia) from 30 October onwards.

7 Singapore and Mongolia will assess applications against each country’s respective requirements. For Singapore, these projects must meet Singapore’s eligibility criteria for ICCs. Singapore’s eligibility criteria, and the list of eligible carbon crediting programmes and methodologies under the Singapore-Mongolia Implementation Agreement, are at Annex B, and published on the Carbon Markets Cooperation website.

NEA Provides Grace Period for Eligible Smaller Retailers and Non-Profit Organisations to Clear Non-BCRS-Labelled Beverage Stock

29 September 2026 – The National Environment Agency (NEA) recognises that some smaller retailers may require more time to clear their remaining stock of non-Beverage Container Return Scheme (BCRS)-labelled beverages, despite efforts made during the six-month transition period.

2. Following industry feedback, NEA earlier announced on 18 September 2026 that we will be granting a grace period until 31 October 2026 to smaller retailers and Non-Profit Organisations (NPOs) to clear their remaining non-BCRS-labelled beverage stock. This is in recognition that these smaller retailers and NPOs have made genuine efforts and plans to deplete their stock of non-BCRS-labelled beverages, but need more time for the transition.

3. As of 29 September 2026, 9.00am, NEA has received over 2,000 applications. The applications are mainly from smaller retailers such as provision shops, neighbourhood convenience stores, and standalone food shops. We have approved around 85 per cent of the over 1,600 applications processed so far. NEA is expediting the processing of the remaining applications, which are mainly those which were recently submitted.

4. In assessing the applications, we have taken into consideration various factors such as the nature of business, the number of outlets owned by the company, the applicants’ existing stocks of non-BCRS labelled products, their ability to clear the existing stocks by 30 September 2026 and their efforts and plans to deplete the existing stocks.

5. Smaller retailers who have been granted the grace period have been reminded not to bring in any more new stock that is not BCRS-labelled, and to clearly indicate to customers the non-BCRS-labelled stock, which is not subject to the 10-cent deposit.

6. Applicants that are not granted the grace period are to clear all remaining non-BCRS-labelled stock by 30 September 2026.

7. The rest of smaller retailers who have not applied and continue to face challenges clearing their remaining stock of non-BCRS-labelled beverages are strongly encouraged to register with NEA by 30 September 2026 at go.gov.sg/retailer-non-bcrs-stock-extension-request. NEA will assess each submission based on the retailer’s circumstances and notify applicants of the outcome.

8. Similarly, NPOs who need a grace period are strongly encouraged to register with NEA by 30 September 2026 at go.gov.sg/bcrs-registration-for-non-profit-organisations. NPOs granted the grace period may continue to receive and distribute donated non-BCRS-labelled beverage stock to their beneficiaries until 31 October 2026. NPOs who have been granted the grace period are not to sell the non-BCRS-labelled beverages.

9. A list of NPOs given the grace period to receive and distribute non-BCRS labelled beverages is at go.gov.sg/bcrs-info-for-industry. This list will be progressively updated as we receive and approve more NPO applications.

10. As the BCRS will enter full implementation on 1 October 2026, all retailers should stop taking in new supplies of non-BCRS-labelled beverages. From 1 October 2026 onwards, other than the retailers and NPOs given the grace period, only BCRS-labelled beverage products are to be supplied, sold, or distributed in Singapore. 

11. The BCRS is a key initiative to reduce beverage container waste and support Singapore’s transition towards a more circular economy. NEA will continue to work closely with businesses and community partners to support a smooth transition.

Clean And Green Singapore 2026: Collective Ownership For A Liveable, Climate-Resilient Future

19 September 2026 – Clean and Green Singapore (CGS) continues to bring together communities, organisations and partners to take collective action for a cleaner, greener and more climate-resilient Singapore. Throughout the year, more than 1,200 CGS activities involving over 400,000 participants have been organised across Singapore by schools, grassroots organisations, non-governmental organisations, corporates and other community partners. These activities spanned volunteer deployments, community events and learning journeys. In support of the Year of Climate Adaptation [1] , the National Environment Agency (NEA)’s ongoing CGS Experiences programme [2] has also introduced new learning journeys, such as the Sentosa Eco-Odyssey Tour, to deepen understanding of Singapore’s climate adaptation efforts and practical ways to strengthen climate resilience.

Building on these year-round efforts, four CGS satellite events have been organised by NEA’s key partners, starting with today's LitterLifters+ (Islandwide Edition), concluding with CGS Day 2026 on 21 November. LitterLifters+ (Islandwide Edition)

On World Cleanup Day, Senior Parliamentary Secretary, Ministry of Culture, Community and Youth and Ministry of Sustainability and the Environment, Ms Goh Hanyan, joined youth volunteers at PAssion Wave @ East Coast Park for LitterLifters+ (Islandwide Edition) [3] . This is the first time that Youth Corps Singapore and the Public Hygiene Council (PHC) have come together to organise a simultaneous islandwide clean-up, with close to 500 youth volunteers picking up litter across Singapore’s coasts, urban areas, and waterways. Their efforts demonstrated the shared responsibility and collective action needed to keep Singapore clean — the same spirit that will be important as Singapore adapts to the impacts of climate change.

4. SPS Goh also visited PHC's iconic SpongeBob SquarePants™-themed CleanPod. Launched on World Cleanup Day last year, the SpongeBob SquarePants™-themed CleanPod is Singapore's first integration of an internationally beloved cartoon character and intellectual property with a public cleanliness initiative. Located near the East Coast Lagoon Food Village, the PHC CleanPod provides shared litter-picking tools that organisations, schools and communities can tap on for their clean-ups, corporate social responsibility programmes and educational activities. The CleanPod has been used by 113 organisations involving more than 4,300 participants in the last one year.

Urban Sustainability Bike Tour @ Joo Chiat

3 October 2026 (Saturday), 5.00pm – 7.00pm @ Joo Chiat Road

5. Senior Minister of State, Ministry of Sustainability and the Environment, Dr Janil Puthucheary, will join the Urban Sustainability Bike Tour @ Joo Chiat, organised by NEA in partnership with the Society of Tourist Guides (Singapore) as part of the Land Transport Authority (LTA)’s Joo Chiat Car-Free Day. Participants will cycle on Anywheel and HelloRide’s public-shared bicycles alongside Decathlon’s refurbished bicycles, demonstrating how reusing can extend the lifespan of resources. The tour will also highlight Singapore's climate adaptation efforts, how urban planning and green infrastructure can help build a more climate-resilient city, and how everyday choices can support Singapore's sustainability goals.

6. Visitors to Joo Chiat Car-Free Day can explore NEA’s Year of Climate Adaptation exhibit, featuring interactive displays on vector control, heat stress, recycling and public hygiene. They can also get hands-on with returning beverage containers with the 10-cent deposit mark at a Return Right machine. International E-Waste Day

At this year’s International E-Waste Day (IEWD), Senior Minister of State, Ministry of Sustainability and the Environment, Dr Janil Puthucheary, will present the ALBA E-Green Leader Award to students who have advanced e-waste recycling in their communities. Jointly organised by NEA and ALBA E-Waste Smart Recycling, the annual event recognises contributions to Singapore’s Extended Producer Responsibility (EPR) scheme and responsible management of e-waste, which support the transition towards a circular economy.

8. Marking its fifth year, IEWD is themed "Protect Our Planet: Safe and Secure E-waste Recycling", spotlighting the safe disposal of electronic devices and the protection of personal data in discarded data-bearing devices. Visitors can look forward to interactive activities such as an e-waste sorting relay, upcycling workshops, and trivia games, as well as presentations by industry partners on recycling processes and measures taken to ensure personal data is protected and destroyed during collection and recycling. Race to Sustainability! 2026

9. At Gardens by the Bay’s Race to Sustainability! (RTS), Minister for Sustainability and the Environment, Ms Grace Fu, will flag off the annual School Race and deliver a keynote address at the inaugural sustainability symposium, which will bring together businesses, government agencies and partners to encourage sustainable action. Marking its milestone 10th edition, RTS continues to promote sustainability and environmental stewardship among students through an amazing race format with challenges. This year, youths can also take part in a dedicated youth symposium, where they can learn how they can become changemakers for the environment from National Geographic Explorers. The event will also feature the unveiling of a larger-than-life sculpture made entirely from recycled materials.

10. Members of the public can visit the Weekend Sustainability Fair on 24 and 25 October 2026 at the Canopy outside the Flower Dome, featuring interactive booths and workshops. Thundery Showers On Some Days In The First Fortnight Of October 2026

1 October 2026 – The first fortnight of October 2026 will likely be drier than the previous fortnight. Southwest Monsoon conditions are prevailing over Singapore and the surrounding region and are expected to continue in the coming fortnight, with winds blowing mainly from the southeast or southwest.

2 Fair and warm conditions are expected on several days, particularly during the first week of October 2026. Thundery showers are forecast over parts of the island in the late morning and afternoon on some days. The total rainfall for the first fortnight of October 2026 is forecast to be below average over most parts of the island.

3 Daily maximum temperatures are likely to range between 34 degrees Celsius and 35 degrees Celsius on most days, and could slightly exceed 35 degrees Celsius on a few days. Some nights may be warm and humid, with minimum temperatures remaining above 27 degrees Celsius.

REVIEW OF THE PAST TWO WEEKS (16 – 30 September 2026)

5 Southwest Monsoon conditions prevailed over Singapore and the surrounding region in the second fortnight of September 2026, with winds blowing mostly from the southeast or southwest.

6 Localised short-duration thundery showers fell over parts of the island on several days during the second fortnight of September 2026. There were also a few days when widespread moderate to heavy thundery showers affected Singapore. On 22 September 2026, regional wind convergence brought heavy thundery showers over many areas of Singapore in the afternoon. The highest daily total rainfall for the second fortnight of September 2026 was recorded near Rifle Range Road on that day, at 130.6mm.

7 The second fortnight of September 2026 was warm, with daily maximum temperatures exceeding 34 degrees Celsius on most days. The highest daily maximum temperature of 35.8 degrees Celsius was recorded at Woodlands on 26 September 2026. This tied the record for the highest daily maximum temperature in September, previously recorded at Sembawang Road on 30 September 2016. There were also several nights when minimum temperatures remained above 27 degrees Celsius over many areas of the island.

8 Almost all parts of Singapore recorded above-average rainfall in the second fortnight of September 2026, with only the area around Jurong West recording below-average rainfall. The area around Kranji registered rainfall of 212 per cent above average, and the area around Jurong West registered rainfall of 9 per cent below average.

More Showers Expected In The Coming Fortnight

16 September 2026 – More showers are expected in the second half of September 2026 compared to the first half of the month. Southwest Monsoon conditions are prevailing over Singapore and the surrounding region and are expected to continue in the coming fortnight, with winds blowing mainly from the southeast or southwest.

2 In the second fortnight of September 2026, localised short-duration thundery showers are expected between the late morning and afternoon over parts of the island on most days. On one or two days, regional convergence of winds may bring widespread moderate to heavy thundery showers over Singapore. Overall, the total rainfall for the second fortnight of September 2026 is forecast to be near the long-term average across most parts of the island.

3 For the rest of September 2026, the daily maximum temperatures are likely to range between 33 degrees Celsius and 34 degrees Celsius on most days and could reach around 35 degrees Celsius on a few days. Warm and humid conditions can still be expected on some nights with minimum temperatures remaining above 27 degrees Celsius.

REVIEW OF THE PAST TWO WEEKS (1 – 15 September 2026)

5 Southwest Monsoon conditions prevailed over Singapore and the surrounding region in the first half of September 2026, with winds blowing mostly from the southeast or southwest.

6 The first half of September 2026 was mostly dry, with brief thundery showers occurring over parts of the island on some days. On 11 September 2026, regional wind convergence brought moderate to heavy thundery showers over many parts of Singapore during the late morning and afternoon. The daily total rainfall of 105mm recorded around Scotts Road area that day was the highest rainfall recorded for the first half of September 2026.

7 In the first half of September 2026, daily maximum temperatures exceeded 34 degrees Celsius on 12 occasions. The highest temperature of 35.3 degrees Celsius was recorded at Sembawang on 9 September 2026. Nights remained warm, with minimum temperatures staying above 27 degrees Celsius across many parts of the island.

8 Singapore recorded well below average rainfall in the first half of September 2026. The area around Changi registered rainfall of about 98 per cent below average.
