Clean And Green Singapore 2026: Collective Ownership For A Liveable, Climate-Resilient Future

19 September 2026 – Clean and Green Singapore (CGS) continues to bring together communities, organisations and partners to take collective action for a cleaner, greener and more climate-resilient Singapore. Throughout the year, more than 1,200 CGS activities involving over 400,000 participants have been organised across Singapore by schools, grassroots organisations, non-governmental organisations, corporates and other community partners. These activities spanned volunteer deployments, community events and learning journeys. In support of the Year of Climate Adaptation [1] , the National Environment Agency (NEA)’s ongoing CGS Experiences programme [2] has also introduced new learning journeys, such as the Sentosa Eco-Odyssey Tour, to deepen understanding of Singapore’s climate adaptation efforts and practical ways to strengthen climate resilience.

Building on these year-round efforts, four CGS satellite events have been organised by NEA’s key partners, starting with today's LitterLifters+ (Islandwide Edition), concluding with CGS Day 2026 on 21 November. Celebrating the partnerships and shared ownership at the heart of the CGS movement, these satellite events offer the public opportunities to learn about public cleanliness, sustainable living and climate adaptation, and contribute to Singapore's environmental efforts. LitterLifters+ (Islandwide Edition)

19 September 2026 (Saturday), 10.00 – 11.30am @ PAssion Wave & CleanPod at E2, East Coast Park

3. On World Cleanup Day, Senior Parliamentary Secretary, Ministry of Culture, Community and Youth and Ministry of Sustainability and the Environment, Ms Goh Hanyan, joined youth volunteers at PAssion Wave @ East Coast Park for LitterLifters+ (Islandwide Edition) [3] . This is the first time that Youth Corps Singapore and the Public Hygiene Council (PHC) have come together to organise a simultaneous islandwide clean-up, with close to 500 youth volunteers picking up litter across Singapore’s coasts, urban areas, and waterways. Their efforts demonstrated the shared responsibility and collective action needed to keep Singapore clean — the same spirit that will be important as Singapore adapts to the impacts of climate change.

4. SPS Goh also visited PHC's iconic SpongeBob SquarePants™-themed CleanPod. Launched on World Cleanup Day last year, the SpongeBob SquarePants™-themed CleanPod is Singapore's first integration of an internationally beloved cartoon character and intellectual property with a public cleanliness initiative. Located near the East Coast Lagoon Food Village, the PHC CleanPod provides shared litter-picking tools that organisations, schools and communities can tap on for their clean-ups, corporate social responsibility programmes and educational activities. The CleanPod has been used by 113 organisations involving more than 4,300 participants in the last one year.

Urban Sustainability Bike Tour @ Joo Chiat

3 October 2026 (Saturday), 5.00pm – 7.00pm @ Joo Chiat Road

5. Senior Minister of State, Ministry of Sustainability and the Environment, Dr Janil Puthucheary, will join the Urban Sustainability Bike Tour @ Joo Chiat, organised by NEA in partnership with the Society of Tourist Guides (Singapore) as part of the Land Transport Authority (LTA)’s Joo Chiat Car-Free Day. Participants will cycle on Anywheel and HelloRide’s public-shared bicycles alongside Decathlon’s refurbished bicycles, demonstrating how reusing can extend the lifespan of resources. The tour will also highlight Singapore's climate adaptation efforts, how urban planning and green infrastructure can help build a more climate-resilient city, and how everyday choices can support Singapore's sustainability goals.

6. Visitors to Joo Chiat Car-Free Day can explore NEA’s Year of Climate Adaptation exhibit, featuring interactive displays on vector control, heat stress, recycling and public hygiene. They can also get hands-on with returning beverage containers with the 10-cent deposit mark at a Return Right machine. International E-Waste Day

10 October 2026 (Saturday), 9.30am – 3.00pm @ Kampung Admiralty

7. At this year’s International E-Waste Day (IEWD), Senior Minister of State, Ministry of Sustainability and the Environment, Dr Janil Puthucheary, will present the ALBA E-Green Leader Award to students who have advanced e-waste recycling in their communities. Jointly organised by NEA and ALBA E-Waste Smart Recycling, the annual event recognises contributions to Singapore’s Extended Producer Responsibility (EPR) scheme and responsible management of e-waste, which support the transition towards a circular economy.

8. Marking its fifth year, IEWD is themed "Protect Our Planet: Safe and Secure E-waste Recycling", spotlighting the safe disposal of electronic devices and the protection of personal data in discarded data-bearing devices. Visitors can look forward to interactive activities such as an e-waste sorting relay, upcycling workshops, and trivia games, as well as presentations by industry partners on recycling processes and measures taken to ensure personal data is protected and destroyed during collection and recycling. Race to Sustainability! 2026

22 October 2026 (Thursday), 9.30am – 12.00pm @ Gardens by the Bay

9. At Gardens by the Bay’s Race to Sustainability! (RTS), Minister for Sustainability and the Environment, Ms Grace Fu, will flag off the annual School Race and deliver a keynote address at the inaugural sustainability symposium, which will bring together businesses, government agencies and partners to encourage sustainable action. Marking its milestone 10th edition, RTS continues to promote sustainability and environmental stewardship among students through an amazing race format with challenges. This year, youths can also take part in a dedicated youth symposium, where they can learn how they can become changemakers for the environment from National Geographic Explorers. The event will also feature the unveiling of a larger-than-life sculpture made entirely from recycled materials.

10. Members of the public can visit the Weekend Sustainability Fair on 24 and 25 October 2026 at the Canopy outside the Flower Dome, featuring interactive booths and workshops. At NEA’s engagement booth, visitors can learn more about reducing food waste and disposables through Say YES to Waste Less, recycling right and the Beverage Container Return Scheme activities. CGS Day 2026

11. CGS Day 2026 is a culmination of the four CGS satellite events, bringing together partners, stakeholders and members of the public to renew our collective commitment to high public health standards and sustainable living. Hosted by the North West District this year, Coordinating Minister for Social Policies & Minister for Health, Mr Ong Ye Kung, will attend as Guest-of-Honour. Themed “Caring for our Environment Together”, CGS Day 2026 invites Singaporeans to discover how everyday actions, from consuming mindfully to proper disposal of waste, can contribute to a cleaner, greener and more climate-resilient Singapore for current and future generations. Members of the public can look forward to the debut of a new “Eco Warm-Up" exercise activity, the “Amazing Race”-inspired “Clean & Green Quest”, a showcase on sustainability-related careers and a whole-of-government public exhibition on climate adaptation led by the Ministry of Sustainability and the Environment, showcasing government and community initiatives to strengthen climate resilience. Singapore Government Agencies Implement Measures to Mitigate Impact of Haze

Singapore, 4 September 2026 – The 24-hour Pollutant Standards Index (PSI) entered the Unhealthy range (i.e. 24-hour PSI 101) at 7am in the central region today. This is the first time the PSI has entered the Unhealthy range due to haze since 8 October 2023.

2. The agencies in the Government’s Haze Task Force (HTF) have rolled out their respective action plans and advisories for the protection of the health and well-being of the public. The National Environment Agency (NEA) will also begin providing daily haze advisories from the evening of 4 September 2026, and will include the 24-hour PSI forecast, which can be used by the public in planning their activities and events for the next 24 hours.

Health Advisory

3. The health impact of the haze is dependent on each individual’s health status, the PSI level, and the duration and intensity of outdoor activity. Reducing outdoor activities and physical exertion can help limit the ill effects from haze exposure. The public is advised to drink plenty of water to stay hydrated. Those with chronic heart and lung conditions should ensure that medications are on hand and readily accessible. Vulnerable persons, especially the elderly, pregnant women, children, and those with chronic heart and lung conditions, who develop symptoms or feel unwell, should seek medical attention promptly.

4. Current air quality readings and advisories to protect the health and well-being of the public, especially vulnerable persons, such as the elderly, pregnant women, children and those with chronic lung and heart conditions, are available on www.haze.gov.sg, www.nea.gov.sg and the myENV app.

5. The Ministry of Health (MOH) has worked with our healthcare institutions and long-term care providers (including public hospitals, polyclinics and nursing homes) to put in place haze preparedness measures which include using air purifiers and fans, and reducing ambient temperature by deploying portable air coolers where appropriate. Our public healthcare institutions are also monitoring patients closely for possible health effects of the haze and will carry out appropriate medical intervention where necessary.

6. N95 masks are not required for short exposure, like commuting from home to school or work, or in an indoor environment. In general, a healthy individual who has to be outdoors for several hours may wear an N95 mask to reduce exposure when the forecasted air quality is in the Hazardous range (PSI >300). Vulnerable persons are advised to avoid or minimise outdoor activity when the forecasted air quality is Very Unhealthy (PSI >200). If they have to be outdoors for several hours, they may reduce exposure by wearing an N95 mask. The elderly, pregnant women and those with severe lung or heart conditions who have difficulty breathing at rest or on exertion should consult their doctors on whether they should use the N95 mask. Advice for Preschools

7. The Early Childhood Development Agency (ECDA) has advised preschools to monitor the air quality levels and comply with the corresponding health advisories. Preschools will minimise prolonged outdoor activities and strenuous indoor physical activities for children when the air quality is in the Unhealthy range. Children with underlying chronic heart and lung conditions will be exempted from outdoor activities and physical exercise.

8. To safeguard the general well-being of the children, all preschools are equipped with air purifiers. Preschools have at least one enclosed room with air purifier(s) turned on to temporarily accommodate children who may become unwell or develop respiratory problems due to the impact of haze. Preschools are also required to ensure that children with asthma, heart or respiratory problems have their prescribed medication with them, and to closely monitor the health of all children. Should any child exhibit respiratory problems or feel unwell, parents are alerted and advised to seek medical attention for the child.

Ensuring the Well-Being of Students in Schools

9. The Ministry of Education (MOE) and schools have in place plans to ensure the well-being of students and staff during a haze situation. Schools are ready to respond and take appropriate haze management measures, taking reference from NEA’s readings. Institutes of Higher Learning will monitor the haze situation and adopt risk mitigating measures in accordance with the MOH health advisory.

10. All classrooms of primary and secondary schools, junior colleges/Millennia Institute, MOE Kindergartens and Special Education schools have been equipped with air purifiers to enhance the well-being of students during a haze situation. Teachers will also be on the lookout for students who are unwell or have pre-existing lung or heart conditions. Parents should ensure that their children have their medication, such as inhalers for asthma, with them, if required and take their children to seek medical attention if they are unwell or exhibit respiratory problems due to haze. 11. While schools remain open and national examinations proceed as scheduled, schools have made arrangements for all candidates to take their papers in enclosed spaces with air purifiers if the air quality is in the Unhealthy range or worse during the examination. Should there be a school closure, national examinations will be rescheduled. School candidates will be informed via their schools. Private candidates will be informed via the Singapore Examinations and Assessment Board (SEAB).

Advice for Workplaces

12. The Ministry of Manpower (MOM) reminds employers to follow MOM’s haze guidelines and tripartite advisories (www.mom.gov.sg/haze) and take the necessary measures to prepare their companies and workforce to minimise or mitigate the impact of haze effects. When the 24-hour PSI is in the Unhealthy range, all workplaces are urged to take the following risk mitigating measures:

• Reducing the duration of prolonged or strenuous work for healthy employees.

• Minimising prolonged or strenuous outdoor work for vulnerable workers, especially the elderly and pregnant women.

• Avoiding prolonged or strenuous outdoor work for workers with chronic heart and lung conditions

• Using mechanical aids, implementing job rotation, scheduling indoor rest breaks and ensuring adequate hydration etc.

• Providing suitable protective equipment, considering pollutants present in the work environment.

Safeguarding Singapore

13. The Singapore Armed Forces (SAF) under the Ministry of Defence and the Home Team Departments under the Ministry of Home Affairs are well equipped and will continue to safeguard Singapore’s peace and security amid the haze situation. Based on the 24-hour PSI level and 1-hour PM2.5 concentration levels, they have calibrated the level and intensity of training and outdoor activities, as well as taken precautionary measures to ensure the health and safety of all service personnel.

Advice for Motorists

14. To enhance road safety, the Land Transport Authority (LTA) advises motorists to switch on headlights when visibility is low and drive with care.

Sporting Activities

15. Sport Singapore has advised all participants and organisers of sports activities to monitor the air quality and follow the health advisories issued by the relevant agencies. Event organisers should conduct their own risk management with due consideration of the health advisories when deciding whether to proceed with sports activities. While outdoor and indoor sports facilities may remain open, members of the public are advised to take necessary precautions to ensure personal safety. Community Activities

16. Community activities organised by the People’s Association and its grassroots organisations will be guided by the 24-hour PSI forecast issued by NEA and the accompanying health advisory. Air-conditioned rooms in all Community Centres/Clubs (CC) and selected Residents’ Committee (RC) Centres/Residents’ Network (RN) Centres will be on standby for members of the public who want to seek respite from the haze, should the 24-hour PSI reading cross into the Very Unhealthy level (PSI >200). Residents may contact their nearest CCs or refer to RC/RN Notice Boards for more information on these locations.

17. The HTF will continue to monitor the situation closely to minimise the impact of haze on the public. HTF agencies will provide further advisories should the haze situation deteriorate.

Cleanliness Is A Shared Responsibility: NEA Continues Targeted Efforts To Improve Shared Spaces

4 September 2026 – In the first half of 2026, targeted efforts by the National Environment Agency (NEA) and stakeholders have led to cleanliness improvements across key areas, including high-rise littering, refuse management, and toilet cleanliness. These gains reflect NEA's multi-pronged approach — combining enforcement, technology, and partnerships — to keep Singapore clean.

Cleanliness improves at targeted hotspots through sustained local efforts

2. NEA identifies cleanliness hotspots through litter counts, public feedback and ground observations, and applies targeted enforcement, surveillance, and ground engagement under the Cleaner Neighbourhood initiative to address these areas. [1] These sustained efforts have yielded results – at 628 Ang Mo Kio Avenue 4, there was a 54 per cent reduction in litter count from July 2025 to June 2026, and it is no longer a hotspot.

3. From January to June 2026, NEA conducted over 110 enforcement blitzes at cleanliness hotspots. In the same period, over 260 Corrective Work Orders were issued, requiring offenders to perform corrective work at these hotspots, serving as visible deterrents to others. [2] Islandwide, about 5,300 fines were issued for ground littering offences.

Strengthening partnerships with Town Councils to tackle high-rise littering

4. NEA has been strengthening its approach to tackle high-rise littering through targeted surveillance and closer partnerships with Town Councils (TCs). In October 2025, NEA introduced a six-month pilot, providing each TC with two high-rise littering surveillance camera deployments per month to monitor hotspots [3].

5. The pilot has supported more targeted surveillance at high-rise littering hotspots. At Tampines Street 45, close collaboration between NEA and the TC — including intelligence sharing, site monitoring and targeted camera deployment — led to a high-rise littering act being detected, enabling follow-up investigations. Building on these results, NEA will continue to work closely with TCs to support more targeted surveillance and intervention against high-rise littering.

6. These efforts complement NEA’s ongoing surveillance and enforcement against high-rise littering, which continues to require sustained attention. Feedback cases have averaged about 28,600 annually since 2023. In 2025, NEA conducted approximately 2,200 camera deployments and took about 500 enforcement actions for high-rise littering offences.

Strengthening accountability and support for cleaner public toilets

7. NEA takes a multi-pronged approach to public toilet cleanliness through infrastructure upgrades, grants, enforcement, and public education. Since the coffeeshop toilet grants were rolled out in November 2025, NEA has received 219 eligible applications. Of these, 44 coffeeshops have completed toilet renovations or started deep-cleaning works, with more expected to follow as applications are processed (refer to Annex A).

8. Alongside these support measures, NEA continues to hold premises owners accountable for public toilet cleanliness. In 2025, NEA conducted about 7,500 inspections of public toilets at premises such as coffeeshops, hawker centres and shopping malls, followed by about 4,000 inspections in the first half of 2026. Since late 2025, NEA has also stepped-up audits of poor-performing coffeeshops, alongside enforcement against premises owners who fail to meet required cleanliness standards. About 150 enforcement actions have been taken against coffeeshop owners in the first half of 2026 (refer to Annex A for 2025 figures).

Diners continue to play their part as average tray return rate maintains at 94 per cent

9. Beyond the efforts of premises owners, the public also plays an important role in maintaining the cleanliness of shared spaces. At hawker centres, diners have continued to do their part. The average Tray and Crockery Return Rate at hawker centres is maintained at 94 per cent, above the 65 per cent in August 2021 before the start of table littering enforcement. [4]

10. In 2025, NEA issued 814 warning letters and 11 fines for table littering. In the first half of 2026, NEA issued 52 warning letters and three fines. Some of the top performing hawker centres include Fernvale Hawker Centre & Market, Market Street Hawker Centre, and Chong Pang Market & Food Centre.

Working with stakeholders to tackle rat activity at source

11. NEA works with stakeholders to tackle rat activity at source, especially in areas with high trade activity and poor refuse management. At Yishun Avenue 11, engagements with trade premises, closer coordination with Town Councils, and surveillance camera deployments, helped reduce refuse management lapses by more than 60 per cent from March to July this year. Five enforcement actions were also taken for improper disposal of refuse under the Environmental Public Health (Public Cleansing) Regulations (refer to Annex B).

12. These targeted efforts have contributed to broader improvements. NEA recorded an average of about 3,400 rat burrows per two-monthly surveillance cycle in the first half of 2026, down from about 5,400 in the same period in 2025. From January to June 2026, NEA and SFA jointly took about 490 enforcement actions against premises owners for rat-related lapses, of which about 260 were for poor refuse management.

13. Sustained housekeeping and proper refuse management remain critical, as rat populations can rebound quickly when food sources and harbourage are available. NEA is also using technology to strengthen surveillance and better detect rat activity, with tools to be refined based on operational experience (refer to Annex C).

Adopting technology to enhance cleaning operations

14. NEA is also leveraging technology to strengthen cleaning operations and inspections. This includes working with service providers to trial autonomous pavement sweepers at parks, and using artificial intelligence and video analytics to identify issues such as overflowing litter bins and littered areas (refer to Annex D).

Working with partners and the community

15. Keeping Singapore clean requires the collective responsibility and efforts of all stakeholders and the community. NEA will continue to adopt a multi-pronged approach encompassing enforcement, innovative solutions, and stakeholder engagement – including partnerships with the Public Hygiene Council (PHC) – to uphold high standards of public hygiene and cleanliness in Singapore.

[3] TCs can identify locations to deploy the camera based on their ground knowledge and estate-level intelligence.

Singapore, 21 September 2026 – Showers fell over many parts of Singapore in the afternoon today. As at 6pm, the 1-hr PM2.5 concentration readings were 20 – 33 µg/m3, in Band 1 (Normal), and the 24-hr PSI was 66 – 81, in the Moderate range.

Update on Hotspot and Haze Situation

2. Moderate to dense smoke plumes continue to be observed from fires in Kalimantan and southern Sumatra.

3. While some showers are forecast over the surrounding region, dry conditions are expected to continue in southeastern Sumatra and southwestern Kalimantan. With the prevailing winds forecast to continue blowing from the southeast, there remains a risk of smoke haze affecting Singapore. The 24-hr PSI for Singapore is forecast to be in the Moderate – Low Unhealthy range.

As at 5pm, the 1-hr PM2.5 concentration readings were 24 – 73µg/m³, in Band 1 (Normal) / Band 2 (Elevated), and the 24-hr PSI was 71 – 102, in the Moderate to Unhealthy range.

More Showers Expected In The Coming Fortnight

16 September 2026 – More showers are expected in the second half of September 2026 compared to the first half of the month. Southwest Monsoon conditions are prevailing over Singapore and the surrounding region and are expected to continue in the coming fortnight, with winds blowing mainly from the southeast or southwest.

2 In the second fortnight of September 2026, localised short-duration thundery showers are expected between the late morning and afternoon over parts of the island on most days. On one or two days, regional convergence of winds may bring widespread moderate to heavy thundery showers over Singapore. Overall, the total rainfall for the second fortnight of September 2026 is forecast to be near the long-term average across most parts of the island.

3 For the rest of September 2026, the daily maximum temperatures are likely to range between 33 degrees Celsius and 34 degrees Celsius on most days and could reach around 35 degrees Celsius on a few days. Warm and humid conditions can still be expected on some nights with minimum temperatures remaining above 27 degrees Celsius.

REVIEW OF THE PAST TWO WEEKS (1 – 15 September 2026)

5 Southwest Monsoon conditions prevailed over Singapore and the surrounding region in the first half of September 2026, with winds blowing mostly from the southeast or southwest.

6 The first half of September 2026 was mostly dry, with brief thundery showers occurring over parts of the island on some days. On 11 September 2026, regional wind convergence brought moderate to heavy thundery showers over many parts of Singapore during the late morning and afternoon. The daily total rainfall of 105mm recorded around Scotts Road area that day was the highest rainfall recorded for the first half of September 2026.

7 In the first half of September 2026, daily maximum temperatures exceeded 34 degrees Celsius on 12 occasions. The highest temperature of 35.3 degrees Celsius was recorded at Sembawang on 9 September 2026. Nights remained warm, with minimum temperatures staying above 27 degrees Celsius across many parts of the island.

8 Singapore recorded well below average rainfall in the first half of September 2026. The area around Changi registered rainfall of about 98 per cent below average.

Dry Conditions To Continue Into The First Fortnight Of September 2026

1 September 2026 – Dry conditions are expected to continue into the first fortnight of September 2026. Southwest Monsoon conditions are prevailing over Singapore and the surrounding region and are forecast to persist in the coming fortnight, with winds blowing mainly from the southeast or southwest.

2 Fair and occasionally windy conditions are expected on most days, particularly during the first week of September 2026. Localised short-duration thundery showers may occur over parts of the island in the late morning and afternoon on a few days. The total rainfall for the first fortnight of September 2026 is forecast to be below average over most parts of the island.

3 Daily maximum temperatures are likely to range between 33 degrees Celsius and 35 degrees Celsius on most days, and could slightly exceed 35 degrees Celsius on a few days. The nights may also be warm and humid, with minimum temperatures remaining above 27 degrees Celsius on most nights.

4 With the prevailing dry conditions, there has been an escalation in the hotspot and smoke haze situation in the surrounding region. Dense smoke haze was observed over southern and central Sumatra and various parts of Kalimantan on most days since around 21 August 2026. While there may be sporadic showers in the second week of the fortnight, the dry conditions are expected to persist over most of the surrounding region during the fortnight. Under the prevailing southeasterly or southwesterly winds, Singapore may experience hazy conditions should the fires intensify. The National Environment Agency (NEA) will continue to closely monitor the situation and provide updates if the situation changes. Should the 24-hour PSI enter the Unhealthy range, NEA will provide daily haze advisories.

REVIEW OF THE PAST TWO WEEKS (17 – 31 August 2026)

6 Southwest Monsoon conditions prevailed over Singapore and the surrounding region in the second fortnight of August 2026, with winds blowing mostly from the southeast or southwest.

7 Singapore experienced dry conditions in the second fortnight of August 2026, with fair weather on most days. Localised short-duration thundery showers fell over parts of the island on some days. On 30 August 2026, regional wind convergence brought moderate to heavy thundery showers over the eastern, southern, and central parts of Singapore in the early morning. The highest daily total rainfall for the second fortnight of August 2026 was recorded around Telok Blangah on that day, at 53.8mm.

8 The second fortnight of August 2026 was warm, with daily maximum temperatures exceeding 34 degrees Celsius on most days. The highest daily maximum temperature of 35.5 degrees Celsius was recorded at Seletar on 25 August 2026. There were also several nights when minimum temperatures remained above 27 degrees Celsius.

9 Singapore recorded well below average rainfall in the second fortnight of August 2026. The area around Admiralty registered rainfall of about 99 per cent below average.
