How long will the programme run?

The programme will run from 1 October 2020 to 31 March 2022. Applications must be received by NEA by 31 October 2021 and coffeeshop owners/operators must obtain a Letter of Offer from NEA before commencement of renovation works.

What is the amount of renovation cost claimable under the Coffeeshop Toilet Improvement Programme?

Coffeeshop owners/operators can claim 60%, 70% or 90% of qualifying costs, capped at S$30,000, $35,000 or S$45,000 per premises respectively.

The percentage of costs supported is dependent on the adoption of the components and measures to improve overall cleanliness and hygiene standards of coffeeshops and patron’s dining experience.

Will NEA consider increasing the cap for larger premises?

NEA will evaluate and assess the merits of each application on a case-by-case basis. Coffeeshop owners/operators are required to exercise financial prudence in the purchases and commitment of contracts.

Can I use the grant for removal of smoking corner?

No, the grant only covers toilet renovations and adoption of technology in toilets (if any).

Nevertheless, if you remove the existing smoking corner, you will be eligible to a higher funding support of 90% of qualifying costs.

My toilet has just been renovated last year/ two years ago, am I entitled to apply for the programme?

The funding support is open to all coffeeshop owners/operators that hold a valid SFA foodshop (coffeeshop/eating house) licence, subject to NEA’s assessment of eligibility.

Applications for coffeeshop toilets that had undergone renovations more than 3 years ago will be assessed more favourably, if the toilet needs to be renovated again.

Coffeeshop owners/operators are encouraged to apply for the CTIP especially if their toilets’ infrastructure/ sanitary fittings are old/ spoilt with maintenance issues. Applicants are to provide information on the last toilet renovation done for the coffeeshop toilet along with supporting photos of current toilet condition. Each application will be assessed on a case-by-case basis.

Is it compulsory to put in place the deep cleaning contract for one-year post renovation? How frequently must the toilets be cleaned?

Yes, it is mandatory to engage an outsourced licensed cleaning business to conduct deep cleaning once every fortnight for a minimum of one-year period.

Is it compulsory to remove the existing smoking corner?

NEA recommends the removal of smoking corners to provide coffeeshop patrons with a more pleasant dining experience and coffeeshops that remove the smoking corner will be eligible to a higher funding support of 90% of qualifying costs.

My coffeeshop toilet condition is still good. Am I entitled to the grant should I choose to only put in place sensors, feedback mechanism or system to limit the toilet users in order to maintain toilet cleanliness?

The funding support is open to all coffeeshop owners/operators that hold a valid SFA foodshop (coffeeshop/eating house) licence, subject to NEA’s assessment of eligibility. Each application will be assessed on a case-by-case basis.

I am a coffeeshop chain operator, will I be eligible to make claims for more than one coffeeshop toilet renovation?

Each coffeeshop premises can submit one application, and it will be assessed on a case-by-case basis.

Where can I submit the application forms to?

You may first submit a soft copy of the signed application form along with all relevant supporting documents to NEA_CTIP@nea.gov.sg. Upon NEA’s email approval, applicant will need to sign a Letter of Acceptance and submit it to NEA before proceeding with renovation works.

What supporting documents/information do I need to submit to seek NEA’s approval for the co-funding support before I can commence renovation works?

Applicants need to submit:

1.    Soft copy of the completed and original signed application form (with reason(s) for the items that will not be adopted in Annex C of the application form)

2.    ACRA BizFile (record not more than six months from the date of application)

3.    Photo of valid SFA foodshop (coffeeshop/eating house) licence

4.    Quotations

a.    Deep cleaning contract# (minimum one year)

b.    Toilet renovation*

 i. Designs/features that will be adopted as indicated in Annex C of the application form are reflected in the quotation

 ii. Items/fittings (and corresponding quantities) in the quotation tally with the proposed toilet layout plan

 iii. Description of items/fittings in the quotation should match the description of designs/features as indicated in Annex C of the application form as far as possible e.g. installation of wall hung full length urinals

#The company that provides the deep cleaning services must be from list of licensed cleaning business.
*Note:

  • Cost(s) of temporary toilet and insurance are not supported as part of the toilet renovation cost under CTIP. Coffeeshop owners/operators shall bear the cost(s) should they wish to retain them.
  • Only renovation works related to the coffeeshop toilet will be supported under CTIP.

5.    Proposed toilet layout plan and fittings that would be adopted

a.    Dimensions of the toilet [urinal(s), cubicle(s)]

b.    Indicate and label the items/fittings as per the quantity stated in quotation

c.     Indicate the storage area such as cabinet or location to store toilet cleaning equipment (if applicable)

d.    Indicate the sink or location for washing toilet cleaning equipment such as mop (if applicable)

6.    Existing toilet layout (if it is different from proposed new toilet layout plan)

7.    Latest coffeeshop layout (with indication of smoking corner, if applicable)

8.    Photos

a.    Existing toilet condition

b.    Coffeeshop premises (with smoking corner, if applicable)

9.    Information on last toilet renovation done

10. Current routine toilet cleaning programme/schedule

11. Proof of training certificate (RAS or WSQ e-certificate) for in-house cleaner(s) and corresponding proof of employment (work permit, letter of employment, etc.)

12. Proof of approved smoking corner in coffeeshop (if applicable)

Please note that you can only commence the toilet renovation works after receiving the Letter of Offer and have submitted the Letter of Acceptance to NEA.

What is the estimated waiting time for the approval email?

Depending on the completeness of documents/information submitted and subject to NEA’s assessment of eligibility, applicants will receive an email notification (within four to six weeks) on NEA’s assessment of the application. Thereafter, applicants will be required to sign a Letter of Acceptance before commencing renovation works. Each application will be assessed on a case-by-case basis.

Will I receive notification on my application status?

Should the application be approved, NEA will notify you by email and you will be required to sign a Letter of Acceptance  and submit it to NEA before proceeding with renovation works.

Can I select whichever toilet design and fittings which I deemed suitable for my coffeeshop?

Depending on the space available, NEA recommends the coffeeshop owners/operators to select the toilet design/features listed here.

Are there any pre-determined toilet renovation contractors whom we could work with?

No, coffeeshop operators are free to engage their own renovation contractors.

Applicants need to submit:

1.  Letter of Offer

2.  Letter of Acceptance

3.  Final invoice(s) for renovation works (including design)

  • Includes proof of payment, e.g. receipts, payment vouchers, bank statements, etc
  •  Please include date of completion in official receipt(s) for renovation

4.  Original or certified true copy invoice(s) for cleaning contractor

5.  Final original or certified true copy invoice(s) for installation of toilet technologies i.e. feedback panel, ammonia sensor, human traffic counter sensor (if applicable)

6.  Photos

    • Pre and post toilet renovation

o To submit photos of cubicle, urinal, sink and storage area

    • Pre and post removal of smoking corner (if applicable)
    • Toilet technologies adopted (if any)


7.  E-certificate(s) of the in-house cleaner(s) who attended the Restroom Association (Singapore) complimentary toilet cleaners programme or one Environmental Cleaning WSQ washroom maintenance course

What is Vendors@Gov and do I need to have an account?

Vendors@Gov is the platform where the grant will be disbursed. A vendor record must be created so that the grant could be disbursed. If you do not have an account, kindly visit Vendors@Gov at http://www.vendors.gov.sg to create one.

How long will it take for the grant to be disbursed?

8 to 12 weeks upon applicant’s submission of certified true copy invoice(s) and relevant supporting documents after completion of renovation works and 6-month of fortnightly deep cleaning.

Am I required to submit hardcopies in order to seek reimbursement?

Yes, applicants are required to mail out the complete set of original application form, original/certified true copy of invoices and other supporting documents to NEA HQ at:

Will NEA provide the grant in parts?

Grant will be disbursed on a progressive reimbursement model for eligible costs incurred (subject to the level of funding support that the coffeeshop is eligible for i.e. 60%, 70% or 90%):

  1. On completion of renovation/infrastructural works
  2. After first 6 months from commencement of deep toilet cleaning contract
  3. The last 6 months from commencement of deep toilet cleaning contract

Can I charge users a toilet fee post renovation in order to allow us to better maintain toilet cleanliness?

NEA does not mandate nor disallow collection of payment from users for the usage of public toilets. Coffeeshop owners/operators may adopt suitable measures that meet your needs.
