Coffeeshop Toilet Improvement Programme

The NEA is embarking on a Coffeeshop Toilet Improvement Programme (CTIP) with the aim of raising hygiene standards and cleanliness levels of coffeeshop toilets in Singapore. Maintaining high standards of toilet cleanliness is key in safeguarding public health and food hygiene, and helps to mitigate the transmission of diseases.

Under this programme, coffeeshop owners/operators will be co-funded either 60%, 70% or 90% of the costs of toilet renovation and putting in place a toilet cleaning contract to conduct deep cleaning once every fortnight, capped at $30,000, $35,000 or $45,000 per coffeeshop respectively. The deep cleaning should be carried out over and above the daily cleaning of toilets, to ensure that toilet cleanliness is well-maintained after renovation.

Through this programme, coffeeshop owners/operators will be supported with funding to renovate their toilets through infrastructural improvements, and incorporate toilet technologies and productivity measures to facilitate cleaning and maintenance in the long run.

As part of the CTIP, coffeeshop owners/operators will be encouraged to remove any smoking corners. With the removal of smoking corners in coffeeshops, patrons can enjoy a better dining experience without being exposed to second-hand tobacco smoke. Coupled with proper cleaning, these measures can help improve the overall coffeeshop cleanliness and maintenance in the long run.

For a successful CTIP, NEA encourages everyone, coffeeshop owners/operators, stall holders and patrons to do their part to keep coffeeshop toilets clean and hygienic.

ELIGIBILITY CRITERIA

1. The funding support is open to all coffeeshop owners/operators that hold a valid SFA foodshop (coffeeshop/eating house) licence, subject to NEA’s assessment of eligibility.
2. Applications for coffeeshop toilets that had undergone renovations more than 3 years ago will be assessed more favourably, if the toilet needs to be renovated again.
3. The programme will run from 1 October 2020 to 31 March 2022. Applications must be received by NEA by 31 October 2021. NEA reserves the right to adjust the application deadline.

LEVEL OF SUPPORT

The percentage of costs supported is dependent on the adoption of the following components and measures to improve overall cleanliness and hygiene standards of coffeeshops. Coffeeshop owners/operators can claim 60%, 70% or 90% of qualifying costs (excluding GST), capped at S$30,000, $35,000 or S$45,000 per premises respectively. Please see details in table below.

APPLICATION EVALUATION

1. Each application will be assessed on a case-by-case basis.
2. Coffeeshop owners/operators must obtain a Letter of Offer from NEA before commencing renovation works.

APPLICATION PROCESS

1. You may download the application form here.
2. Submit soft copy of the filled and signed application form (with reason(s) for the items that will not be adopted in Annex C) and the relevant supporting documents/information to NEA_CTIP@nea.gov.sg for assessment. Supporting document/information include (but not limited to the following):

  • ACRA BizFile (record not more than six months from the date of application)
  • Photo of valid SFA foodshop (coffeeshop/eating house) licence
  • Quotations

o   Deep cleaning contract# (minimum one year)

o   Toilet renovation*

  • Designs/features that will be adopted as indicated in Annex C of the application form are reflected in the quotation
  • Items/fittings (and corresponding quantities) in the quotation tally with the proposed toilet layout plan
  • Description of items/fittings in the quotation should match the description of designs/features as indicated in Annex C of the application form as far as possible e.g. installation of wall hung full length urinals

#The company that provides the deep cleaning services must be from list of licensed cleaning business.
*Note:

  • Cost(s) of temporary toilet and insurance are not supported as part of the toilet renovation cost under CTIP. Coffeeshop owners/operators shall bear the cost(s) should they wish to retain them.
  • Only renovation works related to the coffeeshop toilet will be supported under CTIP.
  • Proposed toilet layout plan and fittings that would be adopted

o   Dimensions of the toilet [urinal(s), cubicle(s)]

o   Indicate and label the items/fittings as per the quantity stated in quotation

o   Indicate the storage area such as cabinet or location to store toilet cleaning equipment (if applicable)

o   Indicate the sink or location for washing toilet cleaning equipment such as mop (if applicable)

  • Existing toilet layout (if it is different from proposed new toilet layout plan)
  • Latest coffeeshop layout (with indication of smoking corner, if applicable)
  • Photos

o   Existing toilet condition

o   Coffeeshop premises (with smoking corner, if applicable)

  • Information on last toilet renovation done
  • Current routine toilet cleaning programme/schedule
  • Proof of training certificate (RAS or WSQ e-certificate) for in-house cleaner(s) and corresponding proof of employment (work permit, letter of employment, etc.)
  • Proof of approved smoking corner in coffeeshop (if applicable)

3.    Applicant will receive an email notification (within four to six weeks ) on NEA’s assessment of the application. Thereafter, applicants will be required to sign a Letter of Acceptance  before commencing renovation works.

DISBURSEMENT OF GRANT

Grant will be disbursed to successful applicants on a reimbursement basis, subject to NEA’s assessment of eligibility.

Additional Notes:

1. Any squatting water closet pan should be removed.
2. Ensure the integrity of the water seal in the sanitary pipe to prevent aerosols arising from the backflow of sewage contaminants into toilet facility.
3. Coffeeshop owners/operators are strongly encouraged to choose materials that are durable, easy to maintain and resistant to vandalism. These materials should be able to withstand heavy usage and cleaning.
