With effect from 1st September 2020, the Development Control & Licensing Department is renamed to Development Control and Licensing Division (DCLD) which comprises the Development Control Department (DCD) and the Licensing & Environmental Assessment Department (LEAD).
DCLD will continue to check that environmental factors are being incorporated into land use planning, development control of new developments and that the proposed developments are in compliance with environment health and pollution control requirements. DCLD also functions as a one-stop shop for all NEA licence-related matters covering different areas such as radiation protection, pollution control, waste management, public cleansing, vector control and fumigation (under the authority of Director-General of Public Health).
Development Control

Lodgement Scheme
NEA currently accepts lodgement plan submissions for
- minor development projects (MDPs),
- landed properties (excluding those with communal facilities), and
- minor A&A works to industrial developments.
The lodgement scheme streamlines and simplifies the building plan submission process for eligible projects which results in faster clearance, improved service quality and reduced resources needed for the processing of submissions. The lodgement scheme will require the Qualified Persons (QPs) to check and declare that the lodgement proposals are in full compliance with prevailing regulatory requirements, code of practices, standards and guidelines.
The lodgement scheme covers the following works:
- Linkways and ramps
- Taxi shelters, bus stops and pedestrian overhead bridges
- Lift installation/upgrading programmes
- Pavilions, vehicle shelters and canopies
- Upgrading of sub-stations and consumer switchrooms
- Internal upgrading works (e.g. internal staircases, partition works, renewal of flooring etc)
- Landed properties, excluding strata-titled landed properties with communal facilities
- Structural works (Pipe support structures, maintenance platform, pipe risers, hatch coaming, cladding, gantry cranes etc.)
- Ancillary facilities such as factory shed
- Reconfiguration of industrial units without change/expansion in activities
