REVISED PROCEDURE FOR THE SUBMISSION OF BUILDING PLANS ON ENVIRONMENTAL HEALTH
Currently, qualified persons (QP) are required to submit building plans (BP) on Environmental Health (EH) to the Central Building Plan Unit (CBPU) for checking. After the BPs have been cleared, CBPU will issue BP clearance to enable QPs to apply for BP Approval from the Building Control Division (BCD).
2 With immediate effect, we have revised the procedure for the submission of BPs on EH as follows:
(a) QP consults CBPU on the preparation of BPs and/or seeking of waivers, if required.
(b) QP endorses on the BPs to certify compliance with the Code of Practice on Environment Health (COPEH).(The endorsement is at the Annex).
(c) QP submits the BPs to CBPU, and CBPU will issue BP registration to QPs within 24 hours (without checking).
3 Henceforth, CBPU will cease to issue clearance for the BPs on EH and only register the BPs without checking within 24 hours. QPs may proceed to apply for BP Approval from BCD after the registration of their BPs with CBPU.
4 Please note that for industrial premises, QPs are still required to submit their BPs on Pollution Control to CBPU for clearance. The procedure for the submission and processing of technical plans on sewerage and surface water drainage also remains unchanged.
5 QPs may, however, use the COPEH (1990 edition) for the preparation of their BPs on EH for a period of 3 months up to 15 Aug 98. QPs would need to inform CBPU in writing that their BPs are prepared in accordance with the COPEH (1990 edition). QPs are, however, encouraged to use the revised COPEH immediately.
6 We would be grateful if you could inform your members of the revised COPEH and the revised procedure for the submission of BPs on EH.
