The Policy Dialogue is an initiative under the Letter of Intent on Environmental Cooperation between NEA and MOEJ, signed in 2014. During the dialogue, both parties shared their experiences on climate change adaptation measures, environmental planning, radiation monitoring and management of radioactive waste. There was also a productive exchange on their respective strategies to combat vehicular emissions. The Japanese delegation was also hosted to a tour of Semakau Landfill. Singapore hosted sub-regional seminar on nuclear safeguards In June 2015, NEA hosted a two-and-a-half-day IAEA sub-regional seminar on nuclear safeguards for Brunei, Cambodia and Laos. The seminar updated senior officials and stakeholders from these three Southeast Asian states about the IAEA Safeguards system, with a particular focus on IAEA’s mandate and obligations under the Comprehensive Safeguards Agreement, Small Quantities Protocol and Additional Protocol. During the workshop, Singapore shared the journey it took to fulfil its obligations to the IAEA Safeguards programme. In the year, we also advanced environmental cooperation with other countries by tapping on bilateral platforms. Working with bilateral partners to realise shared goals Malaysia-Singapore Joint Committee on the Environment Working Group NEA continues to advance environmental cooperation with Malaysia through the Malaysia-Singapore Joint Committee on the Environment Working Group (MSJCE WG). The 13th meeting of the MSJCE WG took place in May 2015 in Singapore. It continued the valuable discussions on issues such as the control of vehicular emissions on both sides of the Causeway, water quality in and around the Straits of Johor and joint emergency response plans for chemical spills at the Second Link and in the East Johor Strait. Malaysia-Singapore joint emergency exercise on chemical spill Each year, an estimated 110,000 tonnes of hazardous chemicals — including phenol, formaldehyde, toluene diisocyanate, ammonia, acids and alkalis — are transported over land between Malaysia and Singapore. It is therefore important that both countries are primed to act swiftly and effectively in the event of a chemical spill. To help prepare their teams for such an incident, NEA and Johor’s Department of Environment conducted a bilateral exercise simulating a chemical spill on the Tuas Second Link. Held in May 2015, the exercise tested the effectiveness of the Emergency Response Plan jointly developed by the two agencies as part of a bilateral cooperation programme by the Malaysia-Singapore Joint Committee on the Environment. A total of 24 agencies and companies from both countries took part in the exercise. The exercise was a resounding success with all participating agencies demonstrating their ability to work together effectively to deal with such an emergency.
