Following Jiangsu Party Secretary Li Yuanchao ( 江苏省党委书记 李源朝 )'s visit to SEI on 11 July 2007, where Mr Li and the delegation were brief by Director (SEI), Mr Ong Eng Kian and Mr Tan Seng Huat, the Jiangsu Provincial Foreign Affairs Office sent an invitation to SEI to help facilitate sending an expert from NEA to speak on the topic "Singapore's Experience in Environmental Management and Protection" including a section on "Cleaning Up of the Singapore River" at Learning Session for Jiangsu CPC Party Members ( 江苏领导干部学习会 ) on 18 Aug 07. Mr Yau Tai Yin was nominated to be the speaker.

It is worthy to note that Mr Yau Tai Yin was the only foreign expert to lecture at this essentially internal series of lectures for the Learning Session for Jiangsu CPC Party Members ( 江苏领导干部学习会 ).

The lecture was well received by the Chinese Officals. There after, a letter of appreciation was sent to Director (SEI) by the Director of Jiansu Provicial Foreign Affair Office.
