Before commencement of construction and earthworks, site owners need to engage a Professional Engineer to plan, design, supervise and review a system of earth control measures (ECM) to meet the requirements cited in the Code of Practice on Surface Water Drainage and to comply with the Sewerage and Drainage Act. The site owner is required to submit the detailed ECM proposal, endorsed by his/her engineer, to the Public Utilities Board (PUB), prior to the commencement of works.
With effect from 1 July 2007, PUB, in consultation with the Construction Industry Joint Committee (CIJC), only allows Qualified Erosion Control Professionals (QECPs) to plan, design, supervise and review ECM/erosion and sediment control measures for all development sites.
Jointly organised by the Singapore Environment Institute (SEI), the Public
Utilities Board (PUB) and the Institution of Engineers, Singapore (IES), this 1-
day course is designed to increase appreciation of the implementation of Earth
Control Measure for construction sites.
Upon completion of the course, participants will be able to understand and
appreciate the system of ECM in place and be competent in assisting the QECPs
in monitoring and/or carrying out daily operational activities at the site.

Mr V.Rajandran has been supervising and managing projects for the last 18 years. For the past 3 years, he is actively involved in the promotion of earth control measures to the local construction industry. He is currently an Assistant Manager in Catchment & Waterways Department, Public Utilities Board. He oversees the implementation of earth control measures at construction worksites including the enforcement of the Sewerage and Drainage Act, Cap 294. He is also involved in the sourcing of new products and technologies for earth control measures and played a major role in procuring the first chemical siltywater treatment plant to showcase the technology to the local construction industry.
Dr. Chew Soon Hoe

Dr Chew Soon Hoe received his PhD from University of California at Berkeley. He is currently an Assistant Professor in the Department of Civil Engineering, National University of Singapore, and also holds the position of Assistant Dean of the Faculty of Engineering. His research interests include geosynthetics, slope engineering, land reclamation, soil improvement, numerical modeling in geotechnical engineering and geo-environmental engineering. In the past 15 years, he has conducted extensive research on geosynthetics, especially on the reinforcement, filtration and drainage applications of geosynthetics material. His particular interest is in the evaluation of the suitability as well as the proper design philosophy of the geosynthetics material in local soil conditions and construction practices. His other research interests include survivability of geotextiles, geosynthetics for erosion control, vertical drains testing and applications. He has been very actively promoting the use of geosynthetics in civil engineering construction, and has been engaged as consultant to government agencies and private consultants and contractors on geosynthetics related projects and construction in this region. He is also actively consulted in general area of geotechnical engineering including slope stability, pile foundation and excavation related problem. He is currently the President of the Southeast Asia Chapter of the International Geosynthetics Society. He was also the member of the International Advisory Board of the Six and Seven International Conference on Geosynthetics in Atlanta, USA, 1998 and Nice 2002 respectively. He has published very widely and was invited to deliver a number of keynote and special lectures, including in the GaoAsia 2000 conference in KL, and the 7TH International Geosynthetics Conference in Nice, France, 2002.

Er. Teo Ee Huat is a lecturer in Ngee Ann Polytechnic teaching subjects related to Civil and Environmental Engineering. Prior to joining the Polytechnic 3 years ago, he has spent 7 years working in the construction industry involving the design and supervision of wastewater/water treatment plant related building projects, as well as hospitality, commercial and transportation projects in Singapore. He also worked in small wastewater/water treatment plants in Malaysia, Brunei, Bintan island and the neighbouring countries.He is a Singapore registered Professional Engineer and Qualified Erosion Control Professional.
