INTRODUCTION
With reference to the Finance Circular Minute No M5/2010 titled: ‘Public Sector to take the lead on Environmental Sustainability’,
government agencies are encouraged to drive energy efficiency
improvement, demonstrate greater resource efficiency and
environmentally responsibility. Targeted at in-house facilities &
operations managers (FOM)s of government buildings, this 3-days energy
management programme is aimed at growing public sector's energy
management capabilities.
Examples of FOMs’ responsibilities at work

Responsible for the management of the building property/facilities
-
Formulate
and implement policies, procedures, standards and programmes to ensure
that the building and its facilities are maintained in good condition
and in compliance with statutory requirements
-
Coordinate all projects and fitting out works
-
Manage and liaise with contractors in the building - cleaning, M & E works, repairs, rectification of equipment breakdowns
-
Approving of procurement of services and equipment
-
Attending to building's tenants/users' request and feedback
As
energy management practice evolved, there is an urgent need for these
FOMs to keep pace with the latest developments and practices in energy
efficiency. While the FOMs do not handle actual technical work, they do
need to acquire a better understanding of energy management work in
order to manage its building's management agent and contractors. Hence,
this 3-day programme is designed to address the knowledge gap.
As a guide, staff whose primary roles are in the area of energy management are recommended to undergo the full SCEM training. Those performing administrative role such as procurement are encouraged to attend this 3-day programme.
