Overview on Central Building Planning

Guidelines to Plan Submission

Prior to the submission of Development Control (DC) plans to NEA, applicants should submit a separate application for environmental information such as building height constraint, health & safety buffer, etc. for their projects. Please note that NEA and PUB have been operating as separate Technical Agencies (TAs) for the processing of plan submissions, with effect from 1 Jan 2017. Separate clearance certificates from NEA and PUB will be issued on and after 1 Jan 2017. Qualified Persons (QPs) are reminded to obtain the relevant clearances from PUB (Building Plan Unit) if you have not already done so. Any building plan for developments involving / related to: 

  • Environmental Health (EH) and Pollution Control (PC) matters shall be submitted to NEA Central Building Plan Department (CBPD); and
  • Surface Water Drainage or Sewerage and Sanitary Works shall be submitted to PUB Building Plan Unit (BPU).
